Description
This announcement constitutes a Request for Proposals (RFP) in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 "Acquisition of Commercial Products and Commercial Services", and supplemented by RFO Part 15 "Contracting by Negotiation". The NAICS code is 522320 "Financial Transactions Processing, Reserve, and Clearinghouse Activities". The Government anticpates award of a commercial service contract with a period of performance (PoP) specified per task in the Performance Work Statement (PWS). Option tasks 4.2, 4.3, 4.4, and 4.6 will be twelve (12) months from date of award of the option task and option tasks 4.1 and 4.5 will be eighteen (18) months from date of award of the option task. The contract period of performance will not exceed 5 years from date of award of contract. Contract line items for this contract are Firm Fixed Price. Award will be made based upon a best-value tradeoff process in accordance with Department of Defense (DOD) Source Selection Procedures. Please note all RFP amendments or other publicly releasable information will reside within this announcement in the Contract Opportunities section of SAM.gov. Proposal submissions are due no later than 430PM, Eastern Daylight Time on Thursday 18 June 2026. To be eligible for award, Offeror must be registered in SAM.gov. No paper copies of the RFP will be issued. No paper copies of proposals will be accepted. Offerors are responsible themselves to check SAM.gov for amendments to this RFP. Questions should be addressed to the Primary Point of Contact listed in this announcement, Ms. MacKenzie Y. Rivera, Contract Specialist at email Mackenzie.Rivera@usace.army.mil and a copy submitted to the Secondary Point of Contact, Mr. David A. Kaplan, Contracting Officer at email David.A.Kaplan@usace.army.mil. The Government will consider all correspondence submitted prior to the deadline for questions, but will not issue individual responses. No questions will be accepted via telephone. No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response. Questions received after the deadline for questions may or may not recieve a response. Questions are due no later than 430PM, Eastern Daylight Time on Friday 5 June 2026. Description of the Requirement: The purpose of this contract will be to provide financial transaction processing services to the United States Army Corps of Engineers (USACE) Corps Water Infrastructure Finance Program (CWIFP), to support underwriting, accounting, project and borrower eligibility screening, FCRA compliance, and related financial efforts necessary for successful administration of a federal credit program. The selected Contractor shall provide the level of effort, material, equipment, and facilities necessary to support the tasks listed in this performance work statement (PWS). See the attached SF1449 and support attachments for additional information. Amendment 001 corrected the due date and time in the header of the announcement. Amendment 002 provides all answers to all questions.
