Contracting Office Address U.S. Department of Energy Office of Scientific and Technical Information (OSTI) 1 Science.gov Way Oak Ridge, TN 37830 Description of Requirement The U.S. Department of Energy (DOE), Office of Scientific and Technical Information (OSTI), intends to negotiate and award a sole-source, firm-fixed-price contract to Cooks Mechanical Services, a qualified small business, for turnkey VAV Reheat Coil Upgrades at the OSTI facility located in Oak Ridge, TN. Please see attached Statement of Work. Justification for Sole Source The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) (or FAR 6.302-1 / FAR 13.106-1(b) for simplified acquisitions), "Only one responsible source and no other supplies or services will satisfy agency requirements." Market research indicates that Cooks Mechanical Services is the only known small business source within the mandatory 100-mile radius capable of satisfying all operational constraints, maintaining the 2-hour emergency response requirement, providing certified BAS programming integration, and meeting OSTI security and facility requirements within the prescribed budget and timeline. Notice to Industry & Capability Statements THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A solicitation document will not be issued. However, any firm that believes it can meet or exceed all stated requirements including the 100-mile geographic radius limit, 2-hour emergency response capability, specialized Johnson Controls / BAS programming expertise, security clearance/REAL ID criteria, and Davis-Bacon compliance may submit a capability statement. Capability statements must be submitted electronically to Natalie Barnett at barnettn@osti.gov no later than 4:00 PM EST on 9/18/26. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
