Description
Intent to Sole Source The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Oxford Instruments, Plasma Technology, 300 Baker Avenue Suite 150, Concord MA 01742. This contract is for the procurement of an Oxford Plasma Pro 100 Cobra 300 ALE for the Air Force Institute of Technology at Wright-Patterson Air Force Base (WPAFB). Solicitation Number: FA860126Q0101 Classification Code: NAICS Code: 811310 Product Service Code (PSC): J066 Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Oxford Instruments Plasma Technology is the only source capable of meeting the Government s minimum requirements as outlined in the Statement of Work (SOW). The WPAFB Air Force Institute of Technology is already equipped with Oxford Instruments equipment and cleanroom workflow. To ensure absolute compatibility and performance, all components must be from a single manufacturer. This integration is critically dependent on Oxford Instruments software and system interfaces currently in use. Extensive market research confirmed that no other manufacturer can meet this requirement. Therefore, Oxford Instruments is the only source capable of providing a system that satisfies these specific technical and operational needs. Furthermore, the successful installation, commissioning, and validation of the system require access to proprietary OEM technical data and procedures that are not available to other vendors. AFIT/ENG also maintains a preventive maintenance plan for its existing Oxford Instruments equipment, which is serviced exclusively by Oxford-certified technicians. Utilizing the same OEM for the new system ensures that it can be incorporated into this established and effective sustainment plan. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established laboratory protocols and research methodologies, resulting in significant operational delays and loss of historical data integrity. This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services. Submission Instructions and Points of Contact: Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the Oxford Plasma Pro 100 Cobra 300 ALE system that is 100% compatible with the proprietary software, maintenance and meets all requirements in the Statement of Work. A simple statement of capability is not sufficient. All responses, questions, and capability statements shall be submitted via email to the following points of contact no later than Friday 14 August, 2026, at 11:00 AM Eastern Time. Cybersecurity Maturity Model Certification (CMMC): Per RDFARS 252.204-7021, this acquisition requires CMMC Level 1 (Federal Contract Information only). Offerors must have a current CMMC Level 1 (or higher) self-assessment recorded in the Supplier Performance Risk System (SPRS) at the time of award. Waivers, grace periods, and Plans of Action and Milestones (POA&Ms) are not permitted. Buy American Act and Trade Agreements: This acquisition is subject to the Buy American Act and applicable trade agreements as implemented in the RFO and RDFARS. Offerors shall identify the country of origin for the offered end product and any qualifying components in their Reps and Certs. Domestic or qualifying/designated-country end products are required unless an authorized exception applies. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
