Description

GENERAL: James A. Haley VA Medical Center, 13000 Bruce B. Downs Blvd., Tampa, Florida 33612, intends to solicit sole source to Lovell Government Services for a one-time service contract with Metabolon, Inc. for targeted metabolomics analysis of 104 total samples (64 plasma samples and 40 fecal samples) from a VA research study. This requirement is for an analytical research service only; it does not include the purchase of goods, equipment, software, or licenses. BACKGROUND: The project is titled "Amnion cell secretome mediated therapy for traumatic brain injury." The samples are from the aged VA r-mTBI/ST266 mouse cohort. Male and female C57BL/6J mice received repetitive mild TBI or sham injury at 3 months of age, followed by delayed intranasal ST266 or vehicle treatment beginning at 18 months post-injury and continuing for 4 months until euthanasia at 24 months post-injury/27 months of age. The delayed-treatment design models aged Veterans with chronic effects of prior neurotrauma and supports analysis of sham/TBI, vehicle/ST266, sex, and aged endpoints. PURPOSE: The purpose is to obtain quality-controlled targeted metabolomics data needed to support the VA research project. Metabolon will provide non-GCP absolute quantitation/measurements for a Short Chain Fatty Acid Targeted Panel (9 metabolites) in plasma and a Bile Acid Targeted Panel (21 metabolites) in fecal samples. The resulting data tables and analysis reports will support evaluation of metabolite changes associated with injury status and ST266 treatment. SCOPE: Metabolon will analyze 64 plasma samples and 40 fecal samples, for a total of 104 samples. The quoted services include: (1) Short Chain Fatty Acid Targeted Panel for plasma; (2) Bile Acid Targeted Panel for feces; and (3) biosolid matrix processing for fecal samples. Deliverables include sample analysis reports describing reference chemicals and matrices used, QC performance information, and data tables with sample results. No statistical analysis or interpretation is included in the quoted service. Customer responsibilities include preparing and shipping samples according to Metabolon procedures and providing the required sample manifest in CSV format. PHYSICAL CHARACTERISTICS: No equipment or physical goods will be delivered to VA. The PRINCIPAL Investigator (Dr Benoit mouzon) will provide biological specimens to Metabolon for analysis: 64 plasma samples at approximately 160 uL each and 40 fecal samples at approximately 4 to 5 stool pellets per sample. Samples will be shipped according to Metabolon's sample preparation and shipping procedures. Default sample disposition is destruction 90 days after project completion unless otherwise modified by approved change order. FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: The contractor must perform targeted metabolite quantitation using appropriate validated analytical methods for the specified sample matrices, apply QC review, and provide electronic data tables and reports suitable for research use. The service must cover the requested short-chain fatty acid and bile acid analytes, process biofluid and biosolid matrices, and deliver quality-controlled results. Standard turnaround time is 6-8 weeks from receipt of samples and all necessary information, after execution of the agreement and receipt/verification of the sample manifest. PERIOD PERFORMANCE: 8/17/2026 to 8/16/2027. The North American Industry Classification System (NAICS) code is 561714, Research and Development in Biotechnology (except Nanobiotechnology).
