Description

1. This Pre-Solicitation Notice (FA442726QZ069) is in accordance with FAR 5.101(c). This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time. 2. Description: The 60 SFS requires a contractor to provide, install, and test a complete IP-based CCTV system at the Travis AFB Visitor Control Center (Building 615) within 210 days ARO. The contractor must deliver a fully functional system consisting of six Bosch cameras, four exterior Pan/Tilt/Zoom (PTZ) units for 360-degree coverage and two interior ceiling-mounted units, along with all necessary components. A critical project constraint is that this system must seamlessly integrate with the existing Integrated Base Defense Security System (IBDSS), which is currently proprietary to Advantor Systems II LLC. Contractor responsibilities include full system configuration, testing, delivering as-built drawings and user manuals, and providing on-site operational training for up to 10 government personnel. 3. Procedures for Award: The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order. The award basis is anticipated to include Technical and Price. The Government anticipate to award on or about 1 September 2026. 4. Trade Agreements Language: Not Applicable. 5. Technical Data: Not Applicable. 6. Construction Contract Information: Not Applicable. 7. Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Responsible sources must submit a capability statement demonstrating their ability to provide and fully integrate with the proprietary Advantor System. 8. Competitive Status IAW FAR 5.101(c)(4)(vii): This procurement is being executed as a noncompetitive, sole-source acquisition. The intended source, Advantor Systems II LLC, is the exclusive and proprietary provider capable of providing and installing additional CCTV components that integrate with the current Base Defense Security System at Travis AFB. Procurement of this specific equipment is a mission-critical requirement, necessary to bolster security and provide situational awareness for Security Forces Personnel. 9. Qualification Requirement: Must be an authorized provider and installer of Advantor Systems.
