Description

The United States Section, International Boundary and Water Commission is issuing Invitation for Bids 191BWC26B0006 as a full and open competition using sealed bidding procedures for the Amistad Reservoir and Dam Plugging of Penstock No. 4 project in Val Verde County, Texas. The Government anticipates awarding a firm fixed price construction contract. The work includes mobilization and demobilization, removal and storage of the irrigation gate and Penstock No. 4 gate, unwatering of the concrete repair area, construction of the Penstock No. 4 concrete plug, base slab repairs, and contract closeout. The applicable NAICS code is 237990. The estimated magnitude of construction is between $1,000,000 and $5,000,000. The pre bid conference and organized site visit will be held on August 5, 2026, at 9:00 AM CDT at the USIBWC Amistad Field Office, 670 Texas Spur 349, Del Rio, Texas 78840. Written questions must be submitted to suzette.smith@ibwc.gov and philip.johnson@ibwc.gov no later than August 13, 2026, at 12:00 PM MDT. All questions must reference solicitation 191BWC26B0006. Government responses are anticipated by August 20, 2026. Bids are due September 3, 2026, at 3:00 PM MDT. Bidders must submit bids in accordance with Section L of the solicitation through the USIBWC secure Microsoft SharePoint portal. Email, fax, mailed, hand delivered, and physical media bids will not be accepted unless the Contracting Officer issues a written amendment authorizing another submission method. Bidders must request SharePoint access using a business, corporate, or enterprise managed email account. The request must identify the company name, authorized representative, business email address, telephone number, Unique Entity Identifier, and solicitation number. Personal or consumer email accounts will not be accepted. The Government will use the SharePoint upload date and time record to determine timely receipt. Bidders remain responsible for requesting access early enough to upload the complete bid package before the deadline. The bid package must include all documents required by Section L, including the completed and signed SF 1442, completed bid schedule, acknowledgment of all amendments, required IBWC forms, completed representations and certifications, required minimum qualification information, supporting documentation, and the bid guarantee. The bid guarantee must equal 20 percent of the total bid price or $3,000,000, whichever is less. Certain drawings, reports, reference documents, and videos contain Sensitive But Unclassified information and will not be posted publicly. Prospective bidders requesting access to these documents must submit a completed IBWC Form 358, Nondisclosure Agreement, and provide an approved business email address. Following Government authorization, USIBWC will provide eligible bidders access to the controlled documents through SharePoint. All authorized bidders will receive access to the same controlled project information. USIBWC has not adopted or implemented a FAR deviation applicable to this solicitation. All provisions, clauses, terms, conditions, representations, certifications, specifications, attachments, and requirements included in the solicitation, whether provided in full text or incorporated by reference, remain applicable and binding. Bidders shall not disregard any solicitation requirement based on an external model deviation or a deviation issued by another agency. Only a written solicitation amendment issued by the USIBWC Contracting Officer may revise, remove, or supersede a solicitation requirement. The Government reserves the right to cancel this solicitation, in whole or in part, at any time before contract award when cancellation is determined to be in the public interest and consistent with FAR Part 14. Bidders submit bids at their own expense. The Government will not reimburse any costs associated with preparing, submitting, or revising a bid. Please download attachments from zip folder.
