Action: Notice of Intent to Sole Source Agency: U.S. Special Operations Command (USSOCOM) Contracting Office: Marine Corps Forces Special Operations Command (MARSOC) Classification Code: NAICS: 541611 Administrative Management and General Management Consulting Services PSC: R499 - SUPPORT- PROFESSIONAL: OTHER Subject: Intent to Award a Sole Source Contract for Marine Raider Training Center (MRTC) Advance Training Company (ATC) Full Time Equivalent (FTE). 1. Description of Requirement: The U.S. Marine Corps Forces Special Operations Command (MARSOC) intends to award a single-award Definitive Contract to Threat Tec LLC to provide precise and effective special reconnaissance operations that are fully coordinated and synchronized among all components of USSOCOM and key interagency organizations. The ATC program requires contracted support for exercise design, development, and management, scenario constructions, and tailored training support. The contractor shall provide formal training to individual Critical Skills Operators (CSO) in Advanced SR skills to provide qualified CSO s to the Marine Special Operations Companies (MSOCs). The unit specifically charged with this responsibility is the MRTC. Due to the small size of the MRTC staff, contractor assistance is required to support the Special Reconnaissance, Instructor Sustainment Courses, and other Advanced SR Courses. The resultant contract will have a one-year basis for a total estimated price of $2,994,950.40. 2. Authority: This action is being conducted on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR Overhaul 6.103-1 for the acquisition of noncommercial services using Negotiated Contracting Procedures under RFO Part 15. 3. Rationale for Sole Source: Threat Tec, LLC is the incumbent contractor currently executing the MRTC ATC course curriculum, exercise design, full-mission profiles, and scenario development. An immediate bridge is required to prevent catastrophic lapses in specialized training pipelines for Marines Special Operations Companies (MSOCs) and Critical Skills Operators (CSOs) deploying to global operational areas. This bridge contract is essential to prevent a critical gap in mission-essential training services while USSOCOM finalizes, awards, and fully implements its comprehensive, enterprise-wide SOF Global Services Delivery (SOFGSD) contract in the fiscal year of 2027. SOFGSD will replace the prior SOF Core Support Services contract. The contract covers the full range of knowledge-based services supporting U.S.-based and globally assigned Special Operations Forces, from training and program management to intelligence support engineering and administrative services. Awarding an alternate contractor for this interim bridge period would introduce substantial, mission-degrading delays. The advanced ATC curriculum requires cleared, highly vetted personnel with existing institutional knowledge of MARFORSOC and USSOCOM Tactics, Techniques, and Procedures (TTPs). Any phase-in/ramp-up period would compromise active, scheduled course iterations. Transitioning to a new vendor for an interim period prior to onboarding onto the SOFGSD vehicle would result in significant duplicate mobilization and phase-in costs that cannot be recovered through competition. 4. Notice to Industry: All responsible sources may submit a capability statement, proposal, or quotation within fifteen (15) calendar days of publication of this notice, which shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in lieu of this sole-source action. 5.
