Description

The Department of Health and Human Services intends to award a Buy Indian Act set-aside contract for Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) to obtain qualified contractor support to provide National Diabetes Prevention Program (National DPP) Lifestyle Change Program PreventT2 curriculum training. The contractor shall provide one (1) two-day, in-person training for up to 18 Navajo Area Indian Health Service staff and public health professionals using the CDC-recognized PreventT2 curriculum or an equivalent National DPP curriculum that meets current CDC standards. The training shall prepare participants to implement the National DPP Lifestyle Change Program and support attainment of CDC Diabetes Prevention Recognition Program (DPRP) or equivalent program recognition. The contractor shall furnish qualified instructors, all required training materials, participant resources, instructional guides, and certificates of completion, including continuing education units (CEUs), where applicable. Training shall be delivered at a location within the Navajo Nation designated by the Government. The contractor shall also provide a post-training report summarizing participant completion, training outcomes, and evaluation results. The contractor shall demonstrate experience delivering National DPP or comparable diabetes prevention training, utilizing qualified instructors with experience in adult education and lifestyle coach training, and providing culturally responsive training for American Indian and Alaska Native communities. This acquisition will be conducted as a Buy Indian Act set-aside in accordance with FAR Part 12 for commercial services and applicable Buy Indian Act regulations. Award will be made to the responsible offeror whose quotation represents the best value to the Government, considering technical capability, past performance, and price. Responses to timely submitted questions will be provided through an amendment to the solicitation, if applicable.
