Description
Description: Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a non-competitive Indefinite-Delivery, Indefinite-Quantity (IDIQ) engineering and technical services contract with firm-fixed-price (FFP), cost-plus-fixed-fee (CPFF), and cost-only pricing arrangements to Greensea Systems, Inc.(Cage: 4TY07) under the authority for other than full and open competition under 10 U.S.C. 2304(a)(1), as implemented by FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Greensea Systems, Inc. 10 E Main ST Richmond, Vermont 05477-7741. Under the contemplated effort over a seven year ordering period, Greensea Systems, Inc. will be tasked with provisioning of Greensea submersible controllers and directly related engineering and technical services, lifecycle sustainment, configuration management, maintenance, repair, and replacement services, training and documentation services. This is not a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. Capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 4:00PM PST on 14 October 2025. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Contracting by Negotiation under FAR Part 15 apply. The applicable PSC is J020 Maintenance, Repair, and Rebuilding of Equipment- Ship and Marine Equipment. The applicable NAICS Code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the size standard is 1,350 employees.
