Description

1. Description This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. HQUSSOCOM intends to negotiate and award a contract on a sole-source basis to Charon Technologies, LLC (CAGE: 5GRT9, DUNS: 078525181) for the procurement of the following items: Product: Spectrum Guard 2 Remote Kit (SG2 + Resource Manager) Part Number: P16A-K Quantity: 3 Estimated Total Value: $272,280.00 2. Authority This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Charon Technologies, LLC is the original equipment manufacturer (OEM) and sole developer, producer, and distributor of the proprietary Spectrum Guard 2 system. No other source has the technical data, proprietary rights, or expertise required to provide these specific items. The Government does not possess the data rights to solicit this requirement competitively from other sources. 3. Purpose The purpose of this is to notify potential sources of the Government's intent to award a sole-source contract. This notice is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. 4. Submission of Information Interested parties who believe they can meet the requirement must submit a capability statement to the Point of Contact listed above no later than 15 calendar days from the date of this notice's publication. The statement must provide clear and convincing evidence that the respondent has the necessary technical capability and resources to provide the specified equipment.
