Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to support contract actions during a five (5) year ordering period to The Boeing Company (Boeing). These contract actions will be for efforts associated with the procurement of supplies and services necessary for System Configuration Set (SCS) implementation for the MQ-25 Air System, including potential Foreign Military Sales (FMS) variants. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other type of supplies or services will satisfy agency requirements. Boeing is the sole designer, developer, and manufacturer of the MQ-25 Air System and therefore, Boeing is the only contractor that can successfully deliver the system without an unacceptable schedule delay in fulfilling the U.S. Navy s requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract actions based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by E-Mail to the Points of Contact identified in this notice.
