Description

This is a presolicitation notice, published in accordance with FAR 5.101(c). The United States Secret Service (USSS) intends to award a sole source, Firm Fixed Price (FPP) Purchase Order (PO) to: Evergreen Evaluation, LLC. 812 S. Rose Street, Kalamazoo, MI 49001. The proposed contract action is for Data Visualization Training; NAICS: 611430 - Professional and Management Development Training; PSC Code: U012 - Education/Training - Information Technology/Telecommunications Training. A determination by the Government not to compete this requirement on a full and open competitive basis, upon receipt of responses to this notice, is solely within the discretion of the Government. It is the Government's intent to proceed with this sole-source action. The Government has determined that the acquisition circumstances deem only one source is available, and the basis for the decision is pursuant to FAR 12.102(a) (FAR Class Deviation 25-21). Explanation for lack of competition: Evergreen Evaluation, LLC previously gave a training session using a proprietary 4 step process that was geared toward the needs of the United States Secret Service (USSS). This presentation resulted in a training that is not available from any other vendor currently due to the proprietary process that Evergreen teaches. This notice is not a request for competitve quotations or proposals; however, all responsible sources may submit a response to include a capability statement clearly documenting the offeror's capability to provide the items/services in this notice. No telephone responses will be accepted. Any information submitted by respondents is strictly voluntary. Submission of a capability statement does not guarantee this requirement will become a competitive procurement. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the government. No formal solicitation will be issued. Requests for copies of a solicitation in response to this notice will not be honored.
