NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs Network Contracting Office (NCO) 1 Regional Procurement Office East Solicitation: 36C24126Q0706 Proposed Awardee: Model 1 Commercial Vehicles, Inc. (UEI: GFE1VN1UH2W4) The Department of Veterans Affairs, NCO 1, intends to award a sole source, open market procurement to Model 1 Commercial Vehicles, Inc. for the acquisition of one (1) 2025 Champion Challenger 25 Custom ADA Compliant Shuttle Bus for the VA Maine Healthcare System Togus. This procurement is non competitive as Model 1 is the only responsible source capable of providing the exact manufacturer specified configuration required. Market research demonstrates that no other vendor, including those surveyed nationally and regionally, can supply a bus meeting the precise clinical, accessibility, structural, therapeutic, and warranty requirements specified by Togus VA. The shuttle bus purchase is funded exclusively through donor restricted General Post Fund 8013 (Northern Trust). Under VHA Directive 4721, all expenditures must strictly fulfill donor intent, which in this case mandates a vehicle that enhances Veteran comfort, safety, accessibility, and mobility within Togus residential programs.
