Description

This Notice of Intent to Sole Source is not a request for competitive quotations or proposals. The Department of Veterans Affairs intends to negotiate and award a firm fixed price sole source contract, in accordance with FAR 6.103 5, to a verified Service Disabled Veteran Owned Small Business (SDVOSB) for the AccuVein® AV600 Vein Visualization System or equal and associated accessories. The applicable North American Industry Classification System (NAICS) code is 339113, Surgical Appliance and Supplies Manufacturing, with a small business size standard of 800 employees. The Product Service Code (PSC) is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(5), as implemented by FAR 6.103 5, Authorized or required by statute. The applicable statute is Public Law 109 461, Veterans Benefits, Health Care, and Information Technology Act of 2006, specifically the Veterans First Contracting Program as implemented by the Department of Veterans Affairs. In accordance with Veterans Affairs Acquisition Regulation (VAAR) 819.7008, the contracting officer may, at their discretion, make a sole source award to a verified SDVOSB under the Veterans First Contracting Program. This authority is not conditioned on a determination that only one SDVOSB can meet the requirement and may be exercised even when multiple qualified SDVOSBs are capable of performing the work. Interested parties may identify their interest and capability to meet this requirement. Any response must include sufficient detail to demonstrate the ability to provide a device and accessories that fully meet the salient characteristics described below. No solicitation is available, and telephone requests will not be accepted. Responses received will be considered; however, the Government s decision whether to compete this requirement based on responses to this notice remains solely within the Government s discretion. The Government will not reimburse any costs incurred by contractors in responding to this notice, nor for the Government s use of any information received. Requirement Description The AccuVein® AV600 Vein Visualization System is a non expendable, portable vein finder used in clinical settings to assist staff in locating and assessing superficial peripheral veins for procedures such as venipuncture and peripheral IV cannulation in adult patients. Devices of this type are utilized across VA medical centers and facilities, including inpatient units, intensive care units, emergency departments, outpatient clinics, infusion centers, and blood drawing areas. Contract Line Item Numbers (CLIN) CLIN 0001 AccuVein AV600 Vein Visualization System (includes manual, quick reference guide, desktop charging cradle, worldwide power supply, and 1 year warranty). CLIN 0002 AccuVein HF580 Mobile Powered Stand, extended reach. CLIN 0003 AccuVein HF510 Pole mount arm, IV pole or bedrail mountable. CLIN 0004 AccuVein PLT 1 Extended annual warranty, 1 year (AV600). CLIN 0005 AccuVein PLT 2 Extended annual warranty, 2 years (AV600). Salient Characteristics (SC) vein visualization device (CLIN 0001) SC 1: FDA cleared/regulated medical device for vein visualization / vein location, intended to display superficial venous blood patterns to assist clinicians in locating and assessing superficial veins for venous access procedures (e.g., venipuncture, peripheral IV cannulation) in adult patients. SC 2: Portable, handheld device operable by a single clinician. SC 3: Supports hands free operation by means of a compatible stand, clamp, arm, or cart mounted head SC 4: Has clearly labeled controls and indicators that are visible during use and operable with gloved hands, including discrete controls for power and adjusting image settings. SC 5: Includes a rechargeable power source (integrated or removable battery) suitable for routine clinical use, and a visual battery status indicator showing charge level and low battery condition. SC 6: Uses non invasive optical imaging (e.g., near infrared) to detect superficial blood vessels under the skin and projects a real time image of the venous pattern onto the skin surface to assist clinicians in locating and assessing veins for venous access procedures. SC 7: Cleanable and disinfectable with standard hospital grade disinfectant wipes or solutions per manufacturer instructions, designed to tolerate frequent cleaning cycles without damage. Vendor must provide manufacturer cleaning and disinfection guidelines. Salient characteristics accessories (CLINs 0002 0005) SC 8: Stands, mounts, powered carts, power supplies, and warranty coverage must be fully compatible with CLIN 0001 and intended for routine use in clinical environments.
