Description

Amendment 0001: This amendment is issued to correct the response date from 03 June 2026 at 4:00 PM EDT to 03 July 2026 at 4:30 PM EDT. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Science Engineering Services, LLC., (SES), CAGE Code: 4Q232, for the engineering, program management, training and logistical support services required to install, assemble, integrate and test two (2) Mobile Ad hoc Network (MANET) Fixed Ground Control Stations (F-GCS) in support of the Naval Air Systems Command SYSCOM Security Cooperation Office (NAVAIR SSCO) and Royal Malaysian Air Force (RMAF). The Government intends to solicit this requirement under the authority of FAR 12.102(b), 10 U.S.C. 3205 and 10 U.S.C. 3451-3453, SES is the sole designer, developer and integrator of the MANET F-GCS, and owns the drawings and Interface Control Documents (ICDs) required to design, manufacture, install, test and integrate the system. SES is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the complete range of services and items that are required. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other items or services that can be sourced to meet this requirement. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 03 July 2026 at 4:30 PM EDT to Mairen Flanagan, mairen.e.flanagan.civ@us.navy.mil.
