This notice is issued solely to provide interested vendors with information regarding the anticipated Reagan Test Range (RTR) Operations, Sustainment, Improvement, and Engineering (ROSIE) Follow-On requirement. This notice is not a Solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), Request for Information (RFI), or a request for capability statements. The anticipated requirement has not been approved for solicitation at this time. This notice is provided for informational purposes only and does not constitute a commitment by the U.S. Government to issue a solicitation or award a contract. No responses are requested or required under this Special Notice. Classification Original Set Aside: No Set aside used Product Service Code: AC13 - NATIONAL DEFENSE R&D SVCS; DEPARTMENT OF DEFENSE- MILITARY; EXPERIMENTAL DEVELOPMENT NAICS Code: 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Place of Performance: KWAJALEIN, MH-KWA MARSHALL ISLANDS (MHL) Description This is an amendment to the Special Notice (W9113M-FY26-ROSIE_III) originally published on July 8, 2026. The purpose of this amendment is to clarify and update the Government's acquisition strategy for the ROSIE requirement. Acquisition Planning Based on continued market research and valuable industry feedback, the Government is updating its recommended acquisition strategy to better align with the core technical requirements of the ROSIE program, which include the sustainment of complex, legacy radar and sensor systems. The Government's updated acquisition strategy is to solicit the anticipated requirement through the General Services Administration (GSA) One Acquisition Solution for Integrated Services Plus (OASIS+) contract vehicle under the Research and Development (R&D) Domain. This strategy supersedes the previous notice, which indicated an intent to use the Enterprise Solutions domain. This change is being made to ensure the broadest possible competition among vendors with the most relevant experience. The anticipated requirement will be solicited (if approved) under NAICS 541715, which corresponds to CLIN X0310 within the OASIS+ R&D Unrestricted (UR) Domain. This acquisition strategy remains subject to final Government approvals and may change prior to the release of any solicitation. Should the solicitation strategy for the ROSIE requirement be approved, the Government anticipates posting all future acquisition information through the applicable GSA OASIS+ ordering platform. Interested vendors should monitor OASIS+ for future notices and solicitation information related to this requirement. Industry Engagement The Government appreciates the valuable feedback received from industry in response to previous Requests for Information (RFI). This feedback was instrumental in refining the acquisition strategy and remains a critical factor in the development of the final ROSIE requirement.
