Fence & Defensive Barrier Installation for TSA at Milwaukee Mitchell International Airport (MKE)

Amendment A00005 (9/8/2026): The purpose of this amendment is to provide responses to industry questions, amend Attachment 1 - Statement of Work for MKE Magazine Fence and Barrier, and extend the due date and time for the submission of quotes. Industry Questions and Government Responses: Question #14: Contract Documents, Statement of Work, Part B. Technical Requirements, Defensive Barrier indicates: Only fill dirt may be used and the vendor shall truck in the new material; sand or gravel is not accepted. However, the HESCO Defensive Barrier vendor is advising us to use non-compressible fill material like sand, road-base type material or some kind of crushed rock. Government Response: Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has advised that gravel or rock is not recommended as those materials can potentially become a flying object. Soils/Sand is the best recommendation for this project. Sand is permitted and Attachment 1 - Statement of Work has been amended accordingly. Question #15: See attached arial photo. Please confirm the closest inhabited Line-of-Site Building(s) that need to be considered in the design of the HESCO Barrier. Government Response: Closest inhabited Line-of-Site building is 150 feet away. HESCO barriers are to be placed on the existing concrete pad. Amendment to Attachment 1 - Statement of Work for MKE Magazine Fence and Barrier Attachment 1 - Statement of Work for MKE Magazine Fence and Barrier is amended. Additions are denoted in bold blue font and deletions are denotated in red strikethrough. Extension to the Due Date and Time for Submission of Quotes The due date and time for the submission of quotes is hereby extended to 12:00 PM local Washington D.C. time on 9/10/2026. Quotes are to be submitted to michael.capovilla@tsa.dhs.gov and stephen.saraceno@tsa.dhs.gov. All other terms and conditions of the solicitation remain unchanged and in full force and effect. ------------------------------------------------------------------------------------------------------------------------ Amendment A00004 (9/2/2026): The purpose of this amendment is to provide responses to industry questions, incorporate additional terms and conditions, and extend the due date and time for submission of quotes. Industry Questions and Government Responses: Question #1: On-Site Presence for Administrative Meetings: The SOW designates the "Contractor" as the lead for Phase I Site Surveys and the Phase III Final Site Inspection (Deliverable 6). If our firm utilizes a highly qualified local subcontractor for physical installation, will the TSA permit our designated Prime Contract Project Manager to attend these meetings virtually, or is the physical, on-site presence of the Prime Contractor's administrative representative required? Government Response: The Prime Contractor remains responsible for all contract performance. Virtual attendance by the Prime s Project Manager is permitted provide a qualified on-site representative is physically present for the site survey, installation coordination, and final inspection. The Government reserves the right to require in-person attendance if needed at a date and time that is mutually agreeable to the parties. Question #2: County Insurance Filing: SOW Section VIII states that the Contractor must have approved insurance on file with Milwaukee County. Will the airport authority accept the Prime's insurance file if it is supported by our local subcontractor s active municipal policies naming Peractos LLC and Milwaukee County as additional insureds? Government Response: The Contractor must meet all insurance requirements in the SOW and any Milwaukee County or airport authority requirements. Subcontractor insurance may support the filing if it meets the required coverage and additional insured requirements, but it does not relieve the Prime Contractor of responsibility. Final acceptance of insurance documentation is subject to Milwaukee County/airport authority approval. Question #3: Defensive Berm & HESCO Technical Specifications: SOW Section III requires a 10-foot-high (13-foot on one side), 3-foot-thick horseshoe-shaped dirt berm utilizing "HESCO style or similar defensive barriers" filled with compacted imported dirt. To support accurate material takeoff and shipping pricing, could the Government provide the total linear footage or perimeter footprint dimensions of the required horseshoe configuration? Additionally, are there specific technical model numbers required for the HESCO barriers, or any structural compaction density tests required for the fill dirt? Government Response: Quoters should base their quote on the SOW requirements and any observations and/or measurements taken during the optional site visit. The Government cannot provide the total linear footage or perimeter dimensions for the horseshoe configuration. Please include the total linear footage and perimeter dimensions as part of the high-level design plan in your Factor 1 - Draft Project Plan response. No specific HESCO model number is required. Any HESCO style or similar product must meet the required height, thickness, configuration, and stability requirements. Compaction testing is not required. Question #4: Electrical Infrastructure Specifications: SOW Section III (Phase II - Electrical Requirements) specifies running electrical lines approximately 180 feet from the canine kennel to a new utility pole, and subsequently to the magazine. Could the Government provide the electrical parameters (voltage, phase, and amperage) of the power source at the canine kennel? Additionally, are the utility pole, exterior lighting fixture, and conduit to be entirely contractor-procured, or is any of this equipment being provided as Government-Furnished Property (GFP)? Government Response: The Government will not provide Government Furnished Equipment (GFE) / Government Furnished Property (GFP). Quotes must include all materials, equipment, labor, and installation necessary to complete the electrical work in accordance with the SOW. The Contractor must verify existing electrical conditions during the comprehensive site survey in Phase 1 - Design. Question #5: Limitations on Subcontracting (FAR 52.219-14): We note that the solicitation is a Total Small Business Set-Aside under NAICS 238990. However, FAR Clause 52.219-14 is not listed among the filled-in clauses under FAR 52.212-5. Could you please confirm if the Limitations on Subcontracting clause is applicable to this requirement? If so, does the standard 25% self-performance requirement for specialty trade contractors apply, or is subcontracting up to 100% of the on-site installation labor permissible? Government Response: FAR Clause 52.219-14 Limitations on Subcontracting (Oct 2022) does not apply as this requirement is being set aside for Total Small Business and the contract amount is not expected to exceed the simplified acquisition threshold. Question #6: Wage Determination Standards (SCA vs. DBA Construction Rates): SOW Section III details on-site civil works, concrete post embedment, and structural barrier installation. However, Attachment 2 incorporates a Service Contract Act (SCA) Wage Determination (No. 2015-4899) rather than a Davis-Bacon Act (DBA) construction wage determination. Could the Government please confirm if all on-site physical construction labor is to be mapped strictly to the provided SCA classifications, or if a DBA Wage Determination will be issued for the construction/installation portion of the work? Government Response: The Government has reviewed the applicable labor standards requirements and will amend the solicitation to incorporate Attachment 5 - Davis-Bacon Act WD # WI20260001 for the installation portion of the requirement. The Davis-Bacon Act wage determination applies to laborers and mechanics performing physical installation work at the site, including fence installation, post embedment, gate and barbed wire installation, defensive barrier/berm installation, fill placement and compaction, electrical installation, site restoration, and related punch list work. Attachment 2 - Wage Determination No. 2015-4899 applies to covered service employees performing separable non-construction support services, including administrative coordination, project documentation, permit support, meeting minutes, and closeout documentation. Quoters are responsible for properly classifying employees and complying with all applicable wage determinations incorporated into the solicitation. Question #7: Contract Documents, Statement of Work, Section III, Phase II Electrical Requirements. Please advise if electrical feed of +- 180 -0 can be run overhead? Government Response: Quoters may include an overhead electrical run as part of their high-level design plan.
