Description

The 410th CSB - RCO-Miami in support of USSOUTHCOM intends to award a sole-source contract to Mercury Marine Latin America & Caribbean under the statutory authority of Title 41 U.S.C. 1901(e)(2), as implemented by FAR 12.102(b) and FAR 6.104. The Caribbean Security Basin Initiative (CBSI) Technical Assistance Field Team (TAFT) requires brand-name Mercury Marine propulsion systems and supporting equipment to support vessel operational readiness for Caribbean Partner Nations. Specifically, an ABDF Zodiac 920 vessel is currently non-mission capable due to severe overheating damage to its main engine, resulting in a missing propulsion system. This procurement will provide the required engine, components, and installation necessary to return the Zodiac 920 asset to its original design and fully functional status. Mercury Marine Latin America & Caribbean is the original equipment manufacturer and the only authorized dealer for these specific Mercury Zodiac 920 engines. Market research conducted by designated technical experts determined that Mercury Marine is the only viable, approved, and cost-effective source capable of meeting all stated performance parameters and timelines. Due to distribution restrictions, third-party dealers and distributor networks do not possess the authorization or capabilities to accommodate the restricted parts required for this technical repair. This Special Notice is NOT a request for competitive proposals or quotes. The Government is publishing this Special Notice strictly to fulfill Federal Acquisition Regulation (FAR) public posting requirements and to inform the public of its intent to execute a sole-source award. A determination by the Government not to compete this proposed contract based upon any responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
