PROJECT TITLE: SMALL BUSINESS/UNRESTRICTED (SBUR) MATOCPROJECT LOCATION: TULSA DISTRICTDESIGN-BUILD, DESIGN-BID-BUILD, UNRESTRICTED WITH SB BUSINESS RESERVE, VERTICAL CONSTRUCTION MATOC (SBUR) ON-RAMPING PROCEDURESNOTICE REGARDING ON-RAMPING PROCEDURES CONSISTENT WITH FAR 16.504(C)(1)(II)(A), THE PCO HAS DETERMINED THAT IT IS IN THE GOVERNMENT?S BEST INTEREST THAT AT ALL TIMES DURING THE TERM OF THE BASIC CONTRACT, THERE REMAIN AN ADEQUATE NUMBER OF IDC HOLDERS ELIGIBLE TO COMPETE FOR ORDERS. REFERENCE THE PREVIOUS SOLICITATION NUMBER W912BV22R0004 IN SAM.GOV. THE FOLLOWING CONTRACTORS HAVE BEEN AWARDED AN IDC WITH THIS MATOC: ROSS GROUP CONSTRUCTION CORPORATION, LLC (W912BV25D0039); GIDEON CONTRACTING, LIMITED LIABILITY (W912BV25D0040); SOUTHWIND CONSTRUCTION SERVICES, LLC (W912BV25D0041); SEA PAC ENGINEERING INC. (W912BV25D0042); AND BRISTOL DESIGN BUILD SERVICES, LLC (W912BV25D0043).IT HAS BEEN DETERMINED THAT IT IS IN THE GOVERNMENT?S BEST INTEREST TO ISSUE A NEW SOLICITATION (W912BV26RA021) TO ADD UP TO FOUR (4) NEW FIRMS (UNRESTRICTED) TO THE EXISTING MATOC POOL.*PLEASE NOTE THAT VARIOUS SECTIONS OF THE SOLICITATION REFERENCES TARGETS FOR SMALL BUSINESS FIRMS, AND SHOULD BE DISREGARDED FOR THIS PROCUREMENT. THIS IS LANGUAGE THAT SHALL REMAIN UNCHANGED FROM SOLICITATION W91BV22R0004 (NOW W912BV26RA021).AT THIS TIME, NO ADDITIONAL FIRMS WILL BE ON-RAMPED TO THE SMALL BUSINESS RESERVE POOL. ADDITIONAL INFORMATION REGARDING THE USE OF ON-RAMPING AND OFF-RAMPING PROCEDURES CAN BE FOUND IN SECTION 00 73 00 OF THIS SOLICITATION.Amendment 0004: Small businesses that submit proposals in response to this solicitation amendment must meet all submission requirements and evaluation criteria applicable to unrestricted offerors and will not receive a small business preference. Awardees on-ramped through this solicitation amendment will compete as part of the unrestricted pool regardless of socioeconomic status. The Offeror must demonstrate, at a minimum, an aggregate bonding capacity of twice the maximum Task Order size provided in 52.216-19.
