Description

REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning their submission. All submissions will become the property of the Government and will not be returned. Responding to the RFI is completely voluntary and will not enhance or adversely affect responses to any resulting solicitation if such solicitation is issued at a later date. There is no competitive advantage gained by any of the respondents to this RFI. DESCRIPTION The Office of the Chief Readiness Support Officer (OCRSO), Facilities and Operational Support (F&OS) has a requirement for information technology, software, and support services to meet its mandated mission for real property portfolio management. The Contractor shall provide a Real Property Management System (RPMS) IT tool that is a single-source, scalable, cloud-based solution to assist with overall agency services and responsibilities, such as, strategic space and facilities planning, project management, lease administration, and management of real property. OCRSO s requirements are driven by its need for an interactive product and services to support its stakeholder community. OCRSO intends to procure a licensed software product. The Contractor shall provide the Office of the Chief Information Officer (OCIO) and OCRSO with solution analysis, engineering, design, development, and implementation support for new applications and enhancement and/or data migration support for applications in support of business needs. This support includes processes, procedures, labor, material, and information required to deliver, support, operate, and maintain the software aspects of the system. It also includes, as required, application troubleshooting for any identified issues; modifying the software system or component after delivery to correct faults; improving performance or other attributes; adapting to a changed environment or maintenance activities focused on anticipated problems; and performing preventative maintenance to support a continuously operating and reliable, stable, and secure application. The solution must be FedRAMP certified software-as-a-service (SaaS) and hosting infrastructure for both mission and business users throughout DHS OCRSO. DHS OCIO currently uses FedRAMP accredited cloud services such as Microsoft Azure and Amazon Web Services (AWS). The Contractor is expected to form a cohesive team with any DHS team members to include the Government and other contractors or vendors, by fostering transparency and information sharing for successful task execution. It is the Government s intention to continually pursue improvements to processes and practices, which will result in meeting mission requirements. The Contractor is expected to partner with the Government to support this goal by actively studying existing processes and making recommendations for improvements. The Contractor shall meet the requirements detailed herein, using a tailored approach that blends DHS SELC, Agile/Scrum, SecDevOps methodologies as needed to meet the demands of the projects. The Contractor shall comply with all DHS and OCIO standards and regulations including those for development, performance, testing, project management, operations support, security, privacy, records management, and accessibility. To be responsive to its customers, the Government requires an experienced team of professionals with expertise in agile software development, project management, technical architecture and design, continuous integration and delivery, integration, testing, configuration management, ongoing operations and maintenance, and cloud migration. System must be physically Hosted in the Continental United States (CONUS). The Contractor shall provide support in accordance with all the services listed in this section. Specifically, the Contractor shall provide the below high-level activities per task identified: Project Management Business Analysis & Requirements Management Technical Architectural & Design Solutions Development, Testing, and Deployment Incident/Problem Management Training Support Operations & Maintenance Documentation INDUSTRY DISCUSSIONS DHS representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. REQUEST FOR INFORMATION RESPONSE DHS is asking respondents to submit a Capability Statement responsive to the requirements described within Attachment I- Draft Statement of Work. DHS appreciates responses from all capable and qualified sources. Responders are requested to describe in clear and concise language their company's capabilities to meet the requirements of this RFI. Capabilities statements shall not exceed five (5) pages and general formatting shall be done using single-spaced 12-point font on letter sized (8.5 x 11) pages and submitted as a pdf or Word document. Each response shall contain a Cover Page identifying: RFI Title Name and Address of Company Point of Contact (Name, Title, Email, and Phone) Website Address Business size and Type of Ownership (i.e. 8A, Other than Small, Small, Small Disadvantaged, Woman-owned, Hub-zone, Service Disabled Veteran, etc.) Contract Vehicle and Contract Number where services are available. i.e. GSA MAS Schedule, GSA Alliant 2, GSA Alliant 3, NASA SEWP, etc. Also include the applicable North America Industry Classification System (NAICS) code. The Government is considering NAICS Code 541511, 541512, and 541611 Company overview Commercial or non-Commercial Service Description of the products or services a company provides Statement and assurance about what the client can expect from your company Each response shall include a Capability Statement discussing the company s capabilities to meet the requirements described within attached draft Statement of Work and provide an answer to questions below: Cite experience with federal clients implementing IBM Tririga-MREF, "Maximo Real Estate and Facilities," an integrated workplace management system within IBM Maximo Application Suite. Describe approach and methodology for IBM MAS implementation for federal agency. Cite general experience assisting agencies to improve its facility operations and maintenance, portfolio and project processes for regional headquarters and mission essential locations within the region. Cite experience with assisting federal agencies achieving Authority to Operate (ATO) and FedRAMP (Federal Risk and Authorization Management Program) the U.S. government-wide program that standardizes security assessment, authorization, and continuous monitoring for cloud services used by federal agencies. Response due date: no later than Monday, August 3, 2026 at 5:00 PM Eastern Time. Responses to vendor questions may or may not be provided. If the Government answers any vendor questions, all questions and answers will be published via an amendment to this RFI on SAM.gov. Vendor names will not be identified in the amendment. NOTE: This RFI is issued in accordance with Revolutionary FAR Overhaul (RFO) 10.001(c) for market research exchanges with industry. All interested parties, including small businesses, are encouraged to respond. This RFI seeks information only. It is not a request for proposals, a solicitation under FAR Subpart 8.4 (Federal Supply Schedules), or an obligation to buy. No contract award will result from responses. The Government will not pay for any information or materials submitted. Responses are not offers and cannot form a binding contract if accepted. All responses become Government property and will not be returned.
