Description
Uninterrupted support for Naval Sea Logistics Center for NAVSEA Information Technology Support Services This pre-solicitation notice is hereby issued in accordance with FAR 5.101. The purpose of this synopsis is to announce the Naval Sea Logistic Center s (NAVSEALOGCEN) intent to negotiate a Cost-Plus-Fixed-Fee (CPFF) sole source bridge contract with Orbis Sibro Inc, dba ORBIS (ORBIS), 238 Albemarle Rd Charleston, South Carolina 29407-7522. This bridge contract will include one 6-month base Period of Performance (PoP) and one 6-month option PoP. The bridge contract is estimated to start 9 November 2026. The current Task Order expires 8 November 2026. NAVSEALOGCEN intends to issue a solicitation to ORBIS under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide uninterrupted Information Technology Support Services to the NAVSEALOGCEN Cyber IT & Systems Operations Department (Code 66) in support of: Developing, maintaining, and assessing life-cycle support policies, procedures, processes, Information Technology (IT) applications, Providing IT, cybersecurity, configuration, logistics, technical data services in support of information systems support configuration logistics, maintenance/modernization, outfitting, and technical data and their customers/users. These functions are in direct support of the following programs: Model-Based Product Support (MBPS) modernized, cloud-based framework replacing legacy databases, Configuration Data Manager s Database Open Architecture (CDMD-OA) the database of record for shipboard configurations, Budget Planning System (BPS) used to calculate Navy budgets, Program Support Data Automated Reporting and Tracking System (PARTS) the primary repository for spares and repair parts funding, Ships Maintenance and Material Management System (SHIPS3M) the repository for all shipboard preventative and corrective maintenance execution data, Real-Time Outfitting Management Information System (ROMIS) manages outfitting material during ship construction and refueling complex overhauls, Advanced Technical Information Support (ATIS) manages and validates shipboard digital technical manuals and drawings. The NAICS code for this acquisition is 541330 Engineering Services, with a small business size standard of $25.5 million. A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of this procurement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation by 11 August 2026, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
