Description

Notice Update No. 2 dated 8 September 2026 The purpose of this notice update is to provide Amendment 0002 to Solicitation W912LR26QA042. This amendment and update notice is to incorporate official Government responses to all prospective vendor inquiries, issue the updated Statement of Work (Revision 8 September 2026), provide site delivery clearance data, and ensure alignment across the solicitation documents. 2. Summary of Changes: Official RFI Responses (Attachment 1): Incorporates Government responses to all industry Requests for Information (RFIs #1 through #60). The question period is formally closed; no further questions will be accepted. Revised Statement of Work (Attachment 2): Supersedes the previous SOW with Revision 8 September 2026. Key updates include: Adopts commercial performance-based standards for doors (Section 4.6), windows (Section 4.9.3), siding (Section 4.9), and wall assemblies/weather barriers (Section 4.9.1). Confirms turnkey placement, leveling, and concrete anchoring scope, while explicitly excluding permanent utility grid connections and latent slab remediation (Section 5.1.3.5). Converts Section 6.0 into an informational "Summary of Major Deliverables," confirming that the SF 1449 CLIN structure legally governs quotation pricing. Adds specific pre-fabrication technical data submittals for wind-load, coastal packages, and wall assemblies (Section 9.1). Authorizes per-unit inspection, acceptance, and invoicing, and specifies contractor-provided generator power for acceptance functional testing (Section 10.0). Delivery Clearance Exhibit (Attachment 3): Incorporates Technical Exhibit E (Main Gate Dimensions CSJTC), establishing a 13'-0" overhead clearance and ~10'-wide entrance lane profile for delivery logistics. (Note: Technical Exhibit D is omitted as permanent utility line extension is outside contractor scope). Submission Deadline: The quotation due date and time have NOT been extended and remain as originally scheduled. Quoters must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by signing Block 15 of this SF-30, completing Block 19 of the SF 1449, OR submitting an explicit written acknowledgement with their quotation package. (end of notice update no. 2) Notice Update No. 1 dated 27 Aug 2026 to Notice The purpose of this Amendment 0001 to Solicitation W912LR26QA042 is to provide official Government responses to vendor Requests for Information (RFIs), issue a revised DOR/Statement of Work (SOW Revision 27 August 2026), and incorporate technical site exhibits to assist in quote preparation. Key Updates in this Amendment: Revised Period of Delivery: The delivery timeline has been updated to a 145-day milestone schedule, driven by a Government-issued Notice to Proceed (NTP) to mitigate supply chain and shipping risks. Installation Clarifications: The SOW now explicitly details the contractor's turnkey responsibilities for blocking, leveling, structural seaming, anchoring, and utility connections to existing site stubs. Commercial Material Tolerances: Specifications for interior finishes, ceiling systems, and security windows have been broadened to maximize competition and allow for standard commercial equivalents. (Note: Aluminum stairs/ramps are excluded from this requirement). Site Exhibits Added: Technical Exhibit B (Warrior Plaza Site Plan) and Technical Exhibit C (Warrior Plaza Pictures) have been added and attached to provide visual and dimensional site context. Extension of Closing Date: The quote submission deadline is hereby extended to September 18, 2026, at 4:00 PM (local time PUERTO RICO). RFI Deadline: The deadline to submit further RFIs remains unchanged and open until September 3, 2026, no later than 4:00 p.m. (local time Puerto Rico). After closing deadline for questions, no other questions will be answered. All vendors must acknowledge receipt of Amendment 0001 by signing and returning the SF-30 with their quote submission. All other terms and conditions remain unchanged.
