Description
Combined Solicitation & Notice of Intent (SOLE SOURCE) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate, written solicitation will not be issued [RFO12.202(b)(1)] (i) AFTC/PZZG intends to negotiate on a Sole Source basis with Advanced Simulation Technology, Inc. (ASTi) for a four-year Software and IA Maintenance Subscription (one-year base period plus three option years). Solicitation number FA930226Q0093 is issued as a request for quotation (RFQ) for calibration services. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) The required items are as follows: Base Year - P/N TV-SW-IA-M, Software and IA Maintenance Subscription, QTY 1 Option Year 1 - P/N TV-SW-IA-M, Software and IA Maintenance Subscription, QTY 1 Option Year 2 - P/N TV-SW-IA-M, Software and IA Maintenance Subscription, QTY 1 Option Year 3 - P/N TV-SW-IA-M, Software and IA Maintenance Subscription, QTY 1 (iii) See attached redacted Sole Source Justification that supports only one source is available to provide this subscription renewal. (iv) FOB Destination, Building 1020, Edwards Air Force Base (EAFB). PoP shall not exceed four (4) years. (v) See attached SF1449 for a list of solicitation provisions that apply to the acquisition. (vi) See attached SF1449 for a list of contract clauses that apply to this acquisition. Response times. This letter does not constitute a change order, nor does it grant permission to begin work on the proposed requirements. It is requested that your proposal be submitted as soon as practical, but no later than 5PM PDT on 05 August 2026 to allow for analysis and processing. NOTICE OF INTENT TO SOLE SOURCE Telestra Systems, manufactured by Advanced Simulation Technology, Inc. (ASTi), are currently being used by the Joint Simulation Environment (JSE) Integration Lab. Telestra Systems Audio Distribution and Headsets are required to aid in the deployment of Joint Simulation Environment (JSE). Telestra is required for commonalty within JSE program from Pax River to SIMAF Wright Patterson AFB, Edwards and Nellis, and is already deployed at Pax and SIMAF; JSE Edwards/Nellis is emulating Pax River's current lesson learned, shared spares between locations and in house software development. The current system was purchased under contract FA9302-19-F-5063 for $120,621.20 and FA9302-22-F-G574 for $30,544.72. It would be cost ineffective to uproot the current system and replace it in order to avoid purchasing Software and AI Maintenance Subscription for 36 months at the base cost of $23,628.00. In addition, it would create unnecessary down time for the JSE and interrupt their current mission critical testing so that a new system can be installed. Down time would also be needed to train the JSE users on the new system which is an additional unnecessary cost in time for the Government. ASTi retains full copyright for all Telestra and Voisus hardware, software and documentation provided with the system, as well as intellectual property rights represented by ASTi's unique configuration of commercially available hardware and software components. The government is not currently entitled to any form of data rights from ASTi as their software and hardware (ASTi runtime and development environments, modeling and configuration abilities, and additional software features, packages, and libraries licensed, purchased, or provided for use with our licensed ASTi System) is 100% proprietary. Scope of Work The 445th Test Squadron (EWJ) requires ASTi Software & AI Maintenance Subscription for the current Telestra Systems used by the Joint Simulation Environment (JSE) Integration Lab. This acquisition would renew the Software and AI Maintenance subscription purchased in 2023 and would cover five systems under one contract: two development platforms (Serial Numbers: 61235 and 61249) and three additional systems (Serial Numbers: 56696, 56697 and 54041). Market Research ASTi confirmed the sole source nature of this requirement via email on 16 July 2026. ASTi stated they are the sole provider of this service with no verified resellers. Instructions to Interested Parties This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
