Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Federal Bureau of Prisons, Field Acquisition Office hereby issues this Request for Quotation (RFQ) 15B0AT26Q70000001 for provision of commercially available Pre?Employment Screening services, consisting of basic medical screening, urinalysis drug testing, and biometric fingerprint collection performed at community-based facilities. The contractor shall furnish all labor, equipment, supplies, facilities, and qualified medical personnel necessary to perform required services across the nation. Information regarding the Federal Bureau of Prisons (FBOP) and its facilities can be located at www.bop.gov. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul. The resulting award will provide two categories of pre?employment screening services, each delivered through commercially available community-based facilities. The contract will include: Comprehensive Screening Package for Law Enforcement applicants This package includes basic medical screening services (medical assessment, vision testing, color vision testing, and hearing testing), urinalysis drug testing, and biometric fingerprint collection. Limited Screening Package for Non-Law Enforcement applicants This package includes urinalysis drug testing and biometric fingerprint collection. The Government anticipates an estimated quantity of 5,000 Comprehensive Screening Packages and 5,000 Limited Screening Packages per performance period. The contract will consist of a one?year base period and two one?year option periods, with quantities repeated in each period. All screening services acquired under this contract will support the agency s pre?employment suitability and hiring processes. A description of services required is attached to this posting and labeled as RFQ Attachment 001- Description of Requirement. A resultant contract will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text. It is anticipated that contract award resulting from this solicitation will be made in October 2026. Performance Periods: The periods of performance of a resulting contract shall be Base Year - Effective Date of Award (EDOA) thru 12 months; Option Year 1 - 13 months from EDOA thru 24 months; Option Year 2 - 25 months from EDOA thru 36 months. Place of Performance: Services provided in support of this effort shall be performed at vendor facilities, or mobile unit. The contractor shall ensure that all screening services are available within a 50?mile radius or one?hour drive of each Bureau of Prisons facility. The contractor s network of service locations must meet this geographic coverage requirement as identified in RFQ Attachment 002 Network of Service Locations. Reviews: The Contracting Officer or designee is authorized to review by on-site survey, review of records, or by any other reasonable manner, the quality of services rendered under this contract. All records shall be subject to review by the Contracting Officer or Contracting Officer Representative (COR). Payments will be denied when such service does not support the charges or if the service is deemed not necessary or appropriate. Such determinations may be made by the Contracting Officer or COR, whichever is appropriate. All records shall be subject to review by the Contracting Officer or other delegated representatives of the FBOP. Contracting Officer Responsibility: Authority to negotiate changes in the terms, conditions, or amounts cited in this contract is reserved to the Contracting Officer. This responsibility may be delegated to an Administrative Contracting Officer by the Contracting Officer. The Administrative Contracting Office ACO: The Contracting Office at the Field Acquisition Office is assigned to be the Administrative Contracting Office (ACO). This assignment carries with it the authority to perform all of the normal contract administration functions listed in FAR 42.302 (a) as items 1 through 71 to the extent that those functions apply to this contract. This assignment also includes delegation of authority to perform those negotiation functions as specified in FAR 42.302(b) as item (1) through (11). Authorized Ordering Official: Task orders may be issued only by the Contracting Officer, Administrative Contracting Officer, or an ordering official for the Federal Bureau of Prisons with an appropriate certificate of appointment. Each task order will identify the services schedule for that period. Orders can be issued orally by facsimile, mail, or electronic commerce methods. Security and Investigative Requirements: In some circumstances, the contractor may be required to perform services onsite, such as when a local clinic is not available. When onsite performance is required or mobile unit, contractor personnel will not be subject to Government supervision other than for security?related matters and routine monitoring of contract performance. Before any contractor employee may enter a Bureau of Prisons facility, the Government may require completion of applicable security and suitability procedures. By submitting a quote for service, the contractor and its employees agree to complete the required documents and undergo the listed procedure. An individual who does not pass the security clearance will be unable to enter the FBOP facility. Any individual employed by the contractor who is deemed not suitable by FBOP requirements will not be granted access to perform services under the contract. This is a condition of the contract.
