Description

The Air Force Test Center Operational Contracting Division (AFTC/PZIOA) Eglin AFB, FL intends to award a sole source contract to Cadence Design Systems, Inc, 2655 Seely Ave Bldg 5 San Jose, CA 95134, Cage: 0B6F5 to provide Fidelity Pointwise licenses (Qty 6 Ea). The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order. The statutory authority which permits sole source for this acquisition is 41 United States Code (USC) 1901, as implemented by Federal Acquisition Regulation (FAR) 12.102(a), as revised by the Office of the Under Secretary of Defense for Acquisition and Sustainment Memorandum, 'Class Deviation Revolutionary FAR Overhaul,' effective February 1, 2026. The applicable text for FAR Part 12 is located on the Revolutionary FAR Overhaul web page at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. This authority is supported by an approved FAR Part 12 Determination and Findings. Competition is being limited due to only one source being available. It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 513210 - Software Publishers. The size standard as defined by the U.S. Small Business Administration is $47M. The anticipated award date is 07 September 2026. CLIN 0001 Part # CFD111SC; Fidelity Pointwise Software License (Qty 6 Each) THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued on the Government Point of Entry. A copy of the solicitation can be obtained by contacting the Contracting Officer listed below. However, the determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses that are received by 1200 CDT on 5 September 2026 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required or authorized to provide the item (in the event of brand name OEM requirements) and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these items.
