08/29/2023 Amendment 003 - Extending deadline for receipt of quotes to 12:00 pm EDT on September 6, 2023. All other terms and conditions remain unchanged. 08/25/2023: Amendment 002 - Publishes questions and answers received in resposne to this soliciation and makes necessary revisions. Any changes to the Solicitation made as a result of the submitted questions are highlighted in bold font in the revised Solicitation attached to this Amendment. Also amended Attachments 1 through 4. Amendment 001- This version of the solicitation is searchable in Adobe for your convenience. It also changes the form in Section G (page 39) from an SF1449 to GSA 300. This Request for Quote (RFQ) is issued as a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. In accordance with FAR 12.603, the following provisions and clauses are applicable to this solicitation and may be reviewed/obtained in full text form either later in this RFQ and/or at http://www.acquisition.gov/far. The U.S. General Services Administration (GSA) is requesting quotes for the below quantity of unbundled Energy Attribute Certificates (EACs) from generation resources that deliver to the Midcontinent Independent System Operator (MISO) Balancing Authority to meet Federal environmental goals laid out in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021) and its associated White House Council on Environmental Quality Implementing Instructions. Such EACs must meet the carbon pollution-free electricity (CFE) requirements outlined below. GSA anticipates a single, one-time award of a Firm-Fixed Price Purchase Order as the result of this solicitation. This solicitation is being issued as 100% small business set aside. The applicable North American Industrial Classification Code System (NAICS) code is 221122, Electric Power Distribution. The Small Business Size Standard is 1,100 employees. Any supplier with the number of employees exceeding this standard for three continuous calendar years is considered a large business for the purposes of this procurement.
