Description
Special Notice of Intent to Award Sole Source: Project Title: L3Harris Advance Operator Course Training Reference Number: FA460826QS041 The 2nd Contracting Squadron, Barksdale AFB, hereby submits an intent to award a sole source notice. The Government intends to award a firm-fixed-priced contract to L3Harris Technologies, Inc. for advance operator course training on the AN/PRC-117G & AN/PRC-160 at Barksdale AFB. An extended description of the service being acquired is as follows: An 8-day (64-hour) CONUS training program conducted on-site at Barksdale AFB, LA, by a single certified instructor. It is designed to provide up to 12 students with intensive, hands-on instruction on the operational capabilities of the AN/PRC-117G and AN/PRC-160 tactical radio systems. *This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received after publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive.* L3Harris Technologies, Inc. Harris Defense Communications ( L3Harris ) is the sole source provider for all manufactured products. As L3Harris manufactured products, including associated hardware and software, are proprietary in nature, there are no resellers or service providers authorized to provide services to L3Harris manufactured products, including upgrade services. As such, L3Harris makes significant investments in the initial qualification and subsequent continuous training of its certified L3Harris trainers and considers these specific certified instructors to be the sole personnel authorized to conduct official L3Harris training to include the L3Harris Operator and Level 3 Maintenance training courses. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to L3Harris Technologies, Inc.
