SOURCES SOUGHT/REQUEST FOR INFORMATION FOR Radiographic Testing (RT) of a large aluminum weldment for Letterkenny Army Depot (LEAD) The Army Contracting Command, Redstone Arsenal Letterkenny Army Depot (ACC-RSA-LEAD) is issuing this Request for Information (RFI) and Source Sought announcement to gain information from industry and seek sources capable of and interested in providing radiographic testing (RT) of a large aluminum weldment, approximately 14x11x4 FT and thickness of weld joints 1.5-2.0 (more in some locations). All services will be expected to be performed at LEAD. Service provider will be expected to travel to LEAD within 24 hours notice to perform RT operations. Requirements could range in service timeline required and could be subject to daily needs or perhaps months-long gaps in service. Requirements will be expected to meet list of standards provided. Servicer will be responsible for bringing all required equipment for operation from taking images to evaluating them on-site. Methodology whether film, computer, or digital is permitted and subject to contractor discretion and shot requirements. There will often be real-time need for results with asset production and welding being on-hold until RT is completed. Current production outlook is 18 cabs / units in total. 3 cabs will require 100% RT in compliance with print 12940852 E Redline to include all ~230 shots per cab, even those struck out by the redlines. The other 15 cabs will require RT in compliance with 12940852 E Redline as it is written, ~ 37 shots required per cab. There are provisions in the 12940852 print for sampling plans and rework outcomes which would require additional shots to be taken on failed cab and those that follow. The overall project is expected to span late 2026 through 2031. The purpose of providing this information is to conduct Market Research and identify interested sources capable of inspecting these items. The following prints and standards apply to this requirement: 12472301 12553209 12940852 E Redline ASTM E1742 ASTM E1032 Mil Std 1895B Mil Std 2035A Mil Std 3057 Mil Std 370A The drawings for this requirement is export controlled, Distribution D, which contains unclassified sensitive military data. Only vendors who have a current DD Form 2345 Military Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS), recent and acceptable NIST rating and Current DoW contracts are authorized to receive the drawing. Eligibility At this point, the Government requests the response from all interested capable businesses and the applicable NAICS for this requirement is 541380 Testing Laboratories and Services with a small business size standard of $19 Million. At this time, the Government has made no decisions about whether a full and open competition will occur. Upon receipt of all responses to this notice, the Government will determine its path forward. Capabilities Statement and additional Information and Submission Details REQUESTED INFORMATION: Please provide a Capabilities Statement, which must address the following items: Company Information: Please provide your Company Name, CAGE Code, UEI Number, and physical address of your primary facility. Socioeconomic Status: Based on NAICS Code 541380 (Testing Laboratories and Services), what is your business size? Please list all applicable socioeconomic categories (e.g., Small Business, WOSB, SDVOSB, HUBZone, 8(a)). System for Award Management: Is your company currently registered and active in SAM.gov? Manufacturer vs. Distributor: For this specific requirement, will your company be the Manufacturer of the radiographic testing, or will you be acting as a distributor/dealer supplying the end-item of another manufacturer? Corporate Experience & Capability 5. Company Experience: Describe your company's experience over the last five years in performing radiographic testing (RT) on large aluminum weldments, particularly for military or aerospace applications. Please provide at least two examples of similar projects, including the scope, duration, and customer. 6. On-Site Operations: Detail your experience in setting up and conducting RT operations at a client's facility, specifically at a government or military installation like an Army Depot. 7. Turnaround Time: The requirement states a need for real-time results as asset production will be on hold. Describe your standard process for providing on-site image evaluation and delivering immediate results to production personnel. What is your typical turnaround time from image capture to providing a pass/fail determination? Personnel Qualifications 8. Certifications: Confirm that all personnel who will perform and interpret radiographic tests are certified in accordance with MIL-STD-3057, ASNT CP-189, or NAS410. Please specify which certification(s) your personnel hold and their certification levels (e.g., NDT Level II, Level III). 9. Inspector Experience: Provide details on the qualifications and years of experience of the NDT Level II or Level III inspectors who would be assigned to this project. Specifically, detail their experience with interpreting radiographs of aluminum welds according to military standards like MIL-STD-2035A and MIL-STD-1895. Technical Approach & Equipment 10. RT Methodology: The requirement permits film, computed, or digital radiography. Which method(s) does your company specialize in? Describe the advantages of your proposed methodology for this specific application (large aluminum structure, variable shot requirements). 11. Equipment: Provide a comprehensive list of the equipment you would bring on-site to perform all required tasks, from image capture to on-site evaluation. Include details on the radiation source (X-ray/Gamma-ray), imaging plates/film, processing/scanning equipment, and viewing/evaluation software and hardware. 12. Standards Compliance: Confirm your capability and standard procedures for performing RT in accordance with the following standards: MIL-STD-3057 (Arc Welding of Armor Grade Aluminum) MIL-STD-1895 (Radiographic Procedures for Partial-Penetration Aluminum Welds) MIL-STD-2035A (Nondestructive Testing Acceptance Criteria) ASTM E1742 (Standard Practice for Radiographic Examination) ASTM E1032 (Standard Practice for Radiographic Examination of Weldments Using Film) 13. Shot Execution Plan: Describe your approach to performing the high volume of shots required (approximately 230 shots for the first 3 cabs and 37 for the remaining 15), including how you would manage location marking, setup efficiency, and ensuring full coverage as per print 12940852. Operational & Logistical Capability 14. Rapid Deployment: The government requires service providers to be on-site at Letterkenny Army Depot (LEAD) within 24 hours of notification. Describe your logistical plan to meet this rapid deployment requirement, including personnel and equipment mobilization. 15. Scheduling Flexibility: This project involves an inconsistent workload, with potential for daily needs followed by months-long gaps in service between 2026 and 2031. How would your company manage personnel and resource allocation to accommodate this unpredictable schedule while ensuring availability? 16. Safety Plan: Provide an overview of your company's Radiation Protection Program (RPP) and safety procedures for conducting RT operations on an active production floor, ensuring the safety of both your personnel and nearby government employees. What pricing structure (e.g., FFP per cab, tiered FFP based on shot volume ranges, or a hybrid FFP per-shot / per-weld rate) best accommodates the difference between the 100% baseline cab (~230 shots) and standard cabs (~37 shots)? 18. Per Print 12940852 sampling provisions, weld failures trigger mandatory expansion shots and re-testing on subsequent cabs. How should additional/rework shots be priced (e.g., pre-priced FFP unit price per additional shot/CLIN, or per mobilization event)? 19.
