36C25026Q0825 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE INDEXOR, COLUMBUS The Department of Veterans Affairs, The Chalmers P. Wylie VA Ambulatory Care Center, Columbus OH, 420 N. James Road, Columbus, Ohio 43219 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a), Only one responsible source and no other supplies or services will satisfy agency requirements. The VA intends to solicit and negotiate with ABBOTT LABORATORIES INC., 100 Abbott Park Rd., Abbott Park, IL 60064. This purchase is direct with Abbott and transfers between two organizations; Abbott does not use third parties to distribute their products to the government. No other vendor offers a total solution that provides a full preanalytical sample tracking and transport system with sample location, transport conditions log, automatic alerts, sorting for test prioritization made easy, and visual sample location making manual retrieval faster and more reliable. The Government believes that only ABBOTT LABORATORIES INC. can satisfy the agency requirement. We intend to negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. Other people may identify their interest and capability to respond to this requirement by Wednesday, August 5, 2026, by 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID: 36C250-26-AP-3831 Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P Wylie Medical Center, 420 N. James Rd., Columbus, OH 43219 using 2237 #757-26-3-096-0427. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Columbus VA Central Ohio Healthcare System has a requirement for an FDA approved standalone precatalytic sample tracking and transport system that includes preventing specimens submitted from outlying facilities from getting lost/misplaced, chain of custody, traceability, and temperature tracking during sample transport. The total solution will be a standalone solution positioned at each collection site to capture preanalytical data and establish an audit trail for specimen transport (5 CBOC locations, Home Base RNs collecting specimens, and at Chillicothe VA Lab), transport coolers via the couriers, and a standalone solution positioned at the Columbus Va main laboratory to receive all incoming specimens. The estimated cost of this procurement is $212,150.24. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This purchase is direct with Abbott and transfers between two organizations; Abbott does not use third parties to distribute their products to the government. No other vendor offers a total solution that provides a full preanalytical sample tracking and transport system with sample location, transport conditions log, automatic alerts, sorting for test prioritization made easy, and visual sample location making manual retrieval faster and more reliable. Description of market research conducted and results or statement why it was not conducted: Several websites reviewed but none provided a comprehensive solution needed for this acquisition. MaxConnect provide wireless sensors that log at 15-minute (not continuous) intervals-Not a total solution; HemoTemp II or Timestrip Blood Temp 10 are disposable sensors that offer irreversible visual alerts if blood bags exceed 10°C-Not a total solution; Thermotrack enable automatic recording and archiving of temperature data to ensure compliance with quality standards. Plug and Track offers temperature traceability of sample transports with the Thermo Button 22L-Not a total solution.
