Description

This is a combined Synopsis/Solicitation. This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and no other solicitation will be issued. The Government intends to award a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) Task Orders for this requirement. As outlined in Section H Special Contracting requirements, the government reserves the right to award an IDIQ to one (1), or multiple vendors resulting from this solicitation. The Government reserves the right to cancel this solicitation, either before or after the closing date and prior to any contract award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. PROJECT OVERVIEW: The 7th Contracting Squadron, on behalf of the 7th Security Forces Squadron at Dyess AFB, TX, is seeking qualified contractors to establish a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The successful contractors shall provide all necessary equipment, tools, materials, transportation, supervision, and labor to perform the installation, maintenance, and sustainment of Honeywell (Vindicator) Intrusion Detection Systems (IDS) in accordance with the Statement of Work (SOW). This requirement will be solicited as a 100% Small Business Set-Aside. The Government intends to award an IDIQ contract(s), each with a potential five (5) year ordering period, consisting of a one-year base period and four (4) one-year option periods. Individual Task Orders for specific projects will be competed amongst the IDIQ contract awardees in accordance with the Fair Opportunity procedures detailed in Section H of the contract and RFO 16.507. The cumulative maximum value for all task orders under this IDIQ shall not exceed $4,999,999.99. QUOTE SUBMISSION INFORMATION: E-mail is the required method for quote submission. All Quote Submission information is outlined in the Attached Section L & M Document. Offerors are encouraged to read the solicitation, and attachments in their entirety before submission. As outlined in Sections L&M, the following documents must be submitted: 1. Volume 1: Completed Attachment 5- Pricing Schedule 2. Volume 2: Technical Approach 3. Volume 3: Past Performance Information * Quotations must remain valid for a minimum of 120 days from the submission date* Site Visit: An optional site visit will be scheduled on 11 August 2026 for all interested vendors. Interested vendors MUST RSVP with christian.limtiaco@us.af.mil, and trevor.finch.1@us.af.mil 10 August 2026 NLT 1600 (CST). Vendors will be given site visit information, and details upon RSVP. Deadline for receipt of Questions: Please submit questions to the email addresses, christian.limtiaco@us.af.mil and trevor.finch.1@us.af.mil NLT 14 August 2026, 3:00 p.m. (CST). An amendment will be issued with answering all questions received. Deadline for receipt of offers: 28 August 2026, 4:00 p.m. (CST). All quotes shall be emailed to christian.limtiaco@us.af.mil and trevor.finch.1@us.af.mil. AMENDMENT 1: issued 27 August 2026 The purpose of this amendment is to: 1. Add Attachment 11: Questions and Answers ** Please note, we are still waiting for 13 remaining questions to be answered. Another amendment with those answers will be provided before the updated Receipt of Offers due (11 September 2026)** 2. Extend the date of Receipt of Offers Due to 11 September 2026, 4:00p.m. (CST Amendment 2: Issued 9 September 2026 The purpose of this amendment is to: 1. Update Attachment t 11: Questions and Answers a. The remaining 13 questions have been answered. 2. Add Attachments 12 - 15: Floor Plans 3. Extend the date of receipt of offers due to 15 September 2026, 4:00p.m. (CST)
