Description

The PMA-271 E-130J Take Charge and Move Out (TACAMO) Recapitalization Program has a requirement to implement Product Lifecycle Management (PLM)Information Technology (IT) Services for acquisition logistics and engineering support during Research, Development, Test and Evaluation (RDTE) and early program developmental acquisition activities. NAWCAD intends to solicit, negotiate, and award a sole source contract under the authority of Revolution Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements to Engineering Solutions and Technology Applications (ESTA).ESTA is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the PMA-271 PLM Tool operational requirements. The original award was an 8(a) Sole Source award to the Joint Venture ESTAODY under Contract N0042123C0020. This current requirement is a follow-on to that award. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVESOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition at Title 10, U.S. Code 2304(c) (1), as implemented by RFO6.103-1. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Background: The PMA 271 PLM tool (specifically Teamcenter) is a complex enterprise platform that serves as a system of record for product data, work flows, configuration management, and integration with other enterprise tools such as CAMEO, CAD, ERP, SLICwave and MBSE environments. Administration of this environment requires specialized technical expertise, operational experience, and continuous oversight. The role requires deep knowledge of system architecture, access controls, workflow configuration, integration dependencies, database performance, patching, and compliance requirements. The PLM Tool (specifically Teamcenter administration) is a specialized, full-time function that requires experienced personnel (on day 1 of contract award) to maintain system security, stability, performance, and interoperability across connected enterprise tools. Because the environment supports sensitive and controlled information and is on 4 enclaves: RDTE, Unclassified LIFT, Secret LIFT, and Top-Secret LIFT) across 3 security levels, administration must be performed in compliance with government cybersecurity and data protection requirements, including proper access controls, patching, auditability, and secure configuration. Teamcenter also requires continuous monitoring, user support, workflow and integration management, and carefully planned upgrades to avoid outages, data loss, compliance issues, and mission disruption. Given the complexity of the environment, assigning these responsibilities to inexperienced personnel would create unacceptable operational and security risks. This requirement involves full-time management of a highly specialized PLM environment critical to program operations, security, compliance, and long-term performance. Teamcenter administration is a high-risk function that requires proven expertise to maintain system stability, protect sensitive data, ensure compliance, manage upgrades, and provide responsive operational support. ESTA is uniquely qualified to perform this work based on its demonstrated experience in Teamcenter architecture, administration, sustainment, modernization, and its current work on the PMA 271 PLM Tool.
