Uploaded today are the following .tif files printed as PDF in order to be uploaded to SAM.gov: DEP-10-6-9A42/1 = LOW Complexity DEP-10-6-9A42/3 = MEDIUM Complexity DEP-10-6-9A42/6 = HIGH Complexity LPP-1-3-1/11 = LOW Complexity LPP-1-2-0/12 = MEDIUM Complexity LP-1-9 = HIGH Complexity Additionally within 28 JUL 2026's uploaded questions and answers there were comments regarding "rough scans". A4 NWP Operations BPA CAD Vectorization Services Terms & Conditions Coming 29 JUL 2026 - Government Examples on the Complexity descriptions of LOW, MEDIUM, & HIGH. ************************************************************************************************************************************* The U.S. Army Corps of Engineers (USACE) Portland (NWP) District Operating Projects require a non-personal services blanket purchase agreement (BPA) for drawing vectorization. This contract requires professional services to convert 2D drawings into CAD drawings (vectorization). This solicitation will generate multiple blanket purchase agreement holders for the projects to place call orders on based on an agreed upon pricing list. This is a 100% Small Business set aside under NAICS 541340 Drafting Services. Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services Proposals must include the following: Name / Date: __________________________________________________________________ Address / Telephone No.: ________________________________________________________ Cage Code (or DUNS, both from SAM): ____________________________________________ Quote - Enter pricing information on Attachment 1 - NWP Operations Bid Schedule CAD Vectorization Services REV 1 (Excel Worksheet) All quotes shall include the following: Completed Attachment 1 - NWP Operations Bid Schedule CAD Vectorization Services REV 1 (Excel Worksheet), all Tabs. Confirmation that they will accept Government Purchase Card (GPC) for over the phone payment. The vendor shall include technical capability showing that they have the experience and ability to accurately translate, or "Vectorize" the government files to the MicroStation CONNECT(.dgn) or AutoCAD (.dwg) vector format. The vendor will note the inclusion of RFO FAR 52.219-14, and complete Attachment A7 - NWP Operations BPA CAD Vectorization Services Subcontracting Information Submittal - attesting that the contractor is completing fifty-one (51%) percent of the work themselves, as the Prime. Addendum to Evaluation - Commercial Product and Commercial Services 52.212-2 EVALUATION - COMMERICAL ITEMS (OCT 2014) a) The Government will award multiple blanket purchase agreements resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability - Evaluation of the technical acceptability of a quote will be based upon conformance with the Performance Work Statement. This factor will be a Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating. Price - Quoted price will be evaluated for reasonableness and conformity with the solicitation. b) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. c) The Government intends to award up to five Blanket Purchase Agreements through this solicitation.
