Description

This is a Notice of Intent that the Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source, Firm-Fixed Price award, under the authority of FAR Overhaul 6.103-1 / 12.102(b), with an anticipated ultimate Period of Performance of one-year base period and four one-year option periods (for a total of 5 years if all options are exercised) to Moody Analytics, Inc. for their OneView Global Credit Portal web-based platform using FAR Overhaul Part 12 procedures. Under the proposed contract, Moody s Analytics will provide online subscriptions/licenses to access ownership records of corporations and individuals as well as access to asset information on corporations. The required service must include robust analytical tools and functionalities commonly used by commercial lenders and institutional credit risk analysts. Specifically, the platform will offer: Up-to-date periodic credit and liquidity analysis and outlook Up-to-date credit analysis of significant events such as current and potential economic and financial market developments as well as industry outlooks and credit analysis. Market implied credit ratings based on stock debt and credit default swap markets and their mapping to probability of default or expected default. Access to the platform under a firm fixed price contract. These tools provide real-time access to financial data, debt obligation information, and relevant market developments, ensuring analysts can benchmark sponsor risk in alignment with market participants such as commercial banks and investment professionals. Unlimited licenses will be provided to its OneView Global Credit Portal. This includes access, but not limited to the following: Timely periodic credit and liquidity analyses and outlooks. Current credit assessments of significant events, including emerging and potential economic and financial market developments, industry outlooks, and related credit implications. Market-implied credit ratings derived from equity, debt, and credit-default-swap markets, with mapping to probability of default or expected default. Credit-risk models and counterparty-risk analysis. Excel add-in functionality. Tools supporting budget forecasting and financial-planning scenarios. To ensure early identification of corporate transactions that threaten pension stability, consolidated corporate-financial intelligence, visibility into complex corporate structures, and event-driven awareness shall also be provided, allowing PBGC to contextualize mergers, restructurings, and signs of credit deterioration. In addition, Moody s OneView platform is the only provider identified through market research that consolidates the following functionalities within a single, continuously updated credit intelligence environment: Integrated Ratings, Models, and Research Framework Forward-Looking Scenario and Peer Analytics GenAI Research Assistant for Workflow Acceleration Extensive Coverage of Public, Private, and Structured Entities Direct Analyst Access and Ratings Transparency This is not a Request for Competitive Quotation. Rather, this is a notice of intent to make a sole source award to Moody s Analytics. However, interested parties may submit a capability statement (no later than, July 28, 2026, 12:00 PM (Eastern Time)) by email to the Contracting Officer (CO) Dennis Johnson at johnson.dennis@pbgc.gov, and the Contract Specialist (CS) Margaret Kroening at kroening.margaret1@pbgc.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government.
