AMENDMENT 001: ISSUED 24 JUNE 2026 The purpose of Amendment 001 is to remove the mandatory site visit requirement. Summary of Changes: The mandatory site visit previously scheduled for 22 JUNE 2026 is hereby canceled and removed from the solicitation requirements. Offerors are no longer required to attend a site visit as a condition of submitting a proposal/quote. The deadline for proposal submissions is extended to 0800 PST 10 JULY 2026. Instructions to Offerors: Please review the attached SF 30 (Amendment 001). Offerors must acknowledge receipt of this amendment by signing and returning the SF 30 with their proposal submission. All other terms and conditions of the solicitation remain unchanged. DESCRIPTION OF REQUIREMENT: The Contractor shall provide all labor, materials, equipment, and supervision necessary to remove the existing locker room flooring and install approximately 775 square feet of new Roppe Rubber Tile (or equal) and Roppe Vinyl Wall Base (or equal) at USCG Station Chetco River. All work must be completed in accordance with the Statement of Work, comply with industry standards, and be completed within 90 days after the Notice to Proceed (NTP). Project Address: U.S. Coast Guard Station Chetco River 16133 Boat Basin Road Brookings, OR 97415 This acquisition is set aside 100% for SMALL BUSINESS. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. The associated NAICS code is 238330 (Flooring Contractors). Size Standard: $19.0M. The PSC code is Z2AZ (Repair or Alteration of Other Administrative Facilities and Service Buildings). A MANDATORY site visit will be conducted for all prospective offerors. All interested offerors must arrive no later than five minutes prior to the start time indicated. Failure to attend the mandatory site visit shall render the quoter's proposal non-responsive and ineligible for award. Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0008 in subject line. Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov. No more questions will be answered after 06/29/2026. All quotes are due by 0700 (PST) 07/06/2026. SUBMISSION OF QUOTES Quotes must be submitted electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Incomplete and Late submissions may be considered unresponsive and ineligible for award. A complete submission shall consist of the following parts: Part 1: Price Quotation A completed and signed Standard Form (SF) 1442. A detailed Price Breakdown for the total firm-fixed-price. The breakdown must, at a minimum, separate the costs for the following major tasks: Mobilization & Site Prep Itemized List of Materials Installation by Tasks Labor Rate Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter s understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include: Technical Approach: A step-by-step description of how the contractor will perform the work, including mobilization, demolition/removal of existing flooring, prep and repair of the concrete substrate, installation of the rubber tile and wall base, and cleanup. Project Schedule: A high-level timeline showing the planned start date, major milestones, and completion date (which must be on or before the required completion date of on or before October 13, 2026). Submit quotes to the following e-mail address by the offer due date and time zone: Attn: Ava Stow E-Mail Address: ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0008 in subject line. The Government will evaluate the Technical Proposal on an Acceptable/Unacceptable basis. The award will be made to the lowest priced, responsible quoter whose quote conforms to all solicitation requirements and is rated 'Acceptable' technically. It is the government s intent to make award to the low cost responsible and responsive offeror who provides the most advantageous, reasonable, and negotiable offer to the government. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award.
