Description

Notice of Intent to Sole Source for Great Lakes Coastal Resiliency Study (GLCRS). In compliance with FAR Subpart 13.106-1(b) and 13.501(a) (1)(i) coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The USACE Chicago District intends to award a sole source contract to Deltares USA INC (CAGE: 57JY5). This requirement is for the following: The U.S. Army Corps of Engineers (USACE) is procuring specialized technical support from Deltares, Inc. to advance the Great Lakes Coastal Resiliency Study (GLCRS), a five-year, multi-agency effort focused on assessing risks to Great Lakes coastal resources and developing a risk-informed resilience strategy. Deltares will provide a Senior Expert Advisor to support USACE through planning and leading focus evaluation workshops, developing final watershed study recommendations, and adapting the results of the Great Lakes Restoration Initiative (GLRI) Framework for use in the GLCRS. This support includes conducting vulnerability assessments, participating in expert panel reviews, and providing technical expertise to empower state, local, and individual preparedness in the face of coastal hazards, ultimately contributing to a comprehensive plan identifying vulnerable areas and recommending resilience measures. The Government intends to negotiate solely with Deltares USA INC under the authority of FAR 13.106-1(b), Only One Source being reasonably available to meet the Government?s needs. Far Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, apply. The North American Industrial Classification System (NAICS) Code will be 541620, the size standard will be $19.0M dollars and the Product Service Code (PSC) will be C219.Please be advised the aforementioned information is anticipatory in nature and is not binding. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm?s ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposal contract based upon responses to this notice is solely within the discretion of the Government. All Correspondence in conjunction with this notice shall be submitted via e-mail only to the Government points of contact (POC) identified below by 4PM Central Time on August 14, 2025.All responding vendors must be registered to the System for Award Management (SAM).
