Description

Notice of Intent to Sole Source GDPSS Under the authority of RFO 6.103-1(c)(2), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Axim Geospatial, LLC (Axim) for the Geophysical Data Purchase & Survey Sourcing (GDPSS) program. Purpose: The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate GEOINT in support of national security. NGA also creates the Earth Gravitational Model (EGM) and other gravity products used in navigation products for the DOD and general use for industry and academia. The Earth Gravitational Model (EGM) contains gravity survey data from all over the world. Acquiring more gravity data, as well as other geophysical data improves this model. NGA is always looking to improve their models with new restriction-free geophysical data. NGA partners with a company/contractor that can serve as a broker (Trusted Broker) in data purchasing agreements and directed survey sourcing. Scope: The contract scope is to provide an avenue for NGA to purchase geophysical data from external sources and to coordinate direct (airborne, marine or land) surveys of geophysical data which will allow for the expansion of potential sources currently unknown to NGA. The desired data types include but not limited to gravity data, magnetic data, seismic reflection data, soils data, hydrographic data, and well log data. The GDPSS will also broker direct geophysical surveys in areas of interest for NGA. GDPSS will be established as firm fixed price contract with a twelve-month base period and four twelve-month option periods. The anticipated period of performance is 15 July 2026 14 July 2031. NGA intends to award in accordance with RFO 6.103-1(b) Only one responsible source and no other supplies or services will satisfy agency requirements . GDPSS is a follow-on contract for highly specialized services that were in place and developed over the past five years. The incumbent s ownership of multi-domain survey fleets and a proprietary international data network represent a unique capability that no other vendor could replicate without causing unacceptable mission delays. The incumbent provides a comprehensive operational infrastructure that integrates specialized physical assets with an expansive global data network. A primary differentiator is the incumbent s direct ownership and maintenance of a diverse fleet, including aircraft, ocean-going vessels, and nearshore vessels. The multi-domain collection capability ensures immediate mission availability and the technical flexibility required to conduct complex geophysical surveys across varying maritime and aerial environments. Unlike competitors who may rely on subcontracted logistics or leased equipment, the incumbent s organic control over these assets ensures consistent operational security and standardized data quality. Furthermore, this physical capacity is augmented by an intricate web of established relationships with a wide array of national and international data providers and brokers. The long-standing partnerships act as a strategic force multiplier, extending the incumbent s reach into foreign agencies and commercial entities that are often inaccessible through conventional channels. This network facilitates the rapid acquisition and integration of secondary data sets, which is essential for maintaining the geospatial accuracy required for critical mission planning and counterproliferation objectives. An award to any other source would result in substantial duplication of cost and unacceptable delays. This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
