Description
The U.S. Army Corps of Engineers, Rock Island District has a requirement for a construction contract for the project known as: Illinois River Basin, Brandon Road L and D, Joliet, Illinois, Brandon Road Interbasin Project, Increment 1-A.Project Description: The work includes, but is not limited to, construction of aquatic nuisance species (ANS) deterrents: Automated Barge Clearing Deterrent (ABCD); Bubble Curtain Deterrent (BCD); and Acoustic Deterrent; support facilities and access roads, excavation within the Short Engineered Channel (SEC) to include, but not limited to: demolition; clearing, grubbing, and stripping; underwater excavation of rock and sediment; fabricated building systems; electrical work; mechanical work; plumbing work; structural work; architectural finishes and specialties; TAB and commissioning; directional drilling; concrete work; sheet pile work; fabrications; emergency, interior and exterior lighting work; cybersecurity work; electronic security systems; earthwork; floating dock and boat ramp construction; asphalt paving; riprap placement; chain-link fencing and gates; salvage materials for reinstallation; generator installation; site and building signage; surveying; instrumentation and monitoring; and site restoration.NAICS Code: 237990Size Standard: $45,000,000.00Estimated Range: Between $100,000,000 and $250,000,000 Unrestricted, Best Value Trade-OffQuestions regarding this solicitation shall be submitted via ProjNet by 2:00 PM CST on 11 June 2025. See Item #4 within the Instructions to Offerors - Important Notes Regarding the Acquisition section for additional information. ****Amendment 0001 - The purpose of this amendment is to update clauses 52.211-10 and 52.211-12, provide updated plans and specification documents, extend the due date for submission of questions via ProjNet to 2:00 PM CST on 14 July 2025, extend the due date for submission of proposals, and add another site visit date. ****Amendment 0002 - The purpose of this amendment is to add Project Labor Agreement (PLA) requirement, add clauses FAR 52.222-33 and 52.222-34, update Attachment A - Past Performance Questionnaire, and include geotech reference documents as Attachments F, G, and H. ****Amendment 0003 - The purpose of this amendment is to extend the Q and A and proposal due dates, split option 1 into two options and create CLIN 0003 for Option 2, provide updated plans, specs, and sections L and M resulting from bidder inquiries, provide updated wage determinations to be used, updated clauses to appropriately reflect aforementioned changes. ****Amendment 0004 - The purpose of this amendment is to update the plans and specs. The updates include but are not limited to: revisions to civil cross sections; revisions to structural and electrical notes, details, and cross section; redesign of protection cells; building equipment and insulation additions; clarification on generator enclosure/building heating requirements; revisions to commissioning, concrete, painting, generator, security system, drilled shafts, and process controls specifications; addition of insulation and door specifications sections. ****Amendment 0005 - The purpose of this amendment is to: Update the Plans and Specs to include but not limited to: added I/O Points List, Revisions to various structural Bill of Material quantities, removed storm sew er w ork, revision to sheet pile dimensioning, revisions to rip rap CLINs, adjusted seismic monitoring requirements; update Section L to increase the max page limit for Factor 1 Technical Approach, and clarify that interim CPARS may be submitted in lieu of PPQ for projects over 50% complete; replace the Heavy and Highway Wage Determinations with the most up-to-date version; add informational reference documents as Attachment I. ****Amendment 0006 - The purpose of this amendment is to replace the Heavy and Highway Wage Determinations with the most up-to-date version.
