The primary purposes of this notice are as follows: Conduct market research to determine if other sources capable of satisfying the agency s requirements exist and if commercial items or non-developmental items are available that meet the agency s requirements. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
