MH-139A 1200hr and 4-Yr Inspection

Not responding to this RFI does not preclude participation in any future RFP, if one is issued. 2.0 INTRODUCTION AND PURPOSE The Air Force Materiel Command is seeking information on the capability of potential sources to perform 1200-hour and four-year inspections on the MH-139A Grey Wolf helicopter fleet. The purpose of this RFI is to conduct market research to identify parties having an interest in and the resources (including facilities, tooling, personnel, and technical data) to support this requirement. The information provided will be used to assess the marketplace. 3.0 BACKGROUND The Government operates a fleet of MH-139A aircraft, which are 95% similar to the Leonardo AW139 commercial helicopter. Comprehensive 1200-hour and four-year inspections are currently performed at the organizational level by Government personnel. The Government is now exploring the feasibility, benefits, and potential acquisition strategies of transitioning this significant maintenance event to a contractor-operated facility. This effort is intended to identify sources with the OEM-level knowledge, proprietary data access, and specialized facilities required for such an inspection. 4.0 SCOPE OF REQUIRED CAPABILITIES The Government is seeking information on sources capable of performing 1200-hour and four-year inspections. The required capabilities include, but are not limited to: 4.1 Facilities and Tooling: Possess a facility of suitable size and with appropriate environmental controls to house the MH-139A for the duration of the inspection. Must possess, or have a demonstrated ability to acquire, all necessary and specialized tooling, stands, and ground support equipment required for 1200-hour and four-year inspections as specified by the Original Equipment Manufacturer (OEM). 4.2 Technical Data and Authority: Demonstrate authorized access to, and the authority to use, all OEM proprietary technical data, drawings, maintenance manuals, and engineering dispositions necessary to perform the 1200-hour and four-year inspections on the AW139/MH-139A platform. 4.3 Personnel and Certifications: Employ a workforce of technicians who are certified and trained by the OEM to perform heavy maintenance on the AW139/MH-139A. Personnel should hold appropriate FAA certifications (e.g., A&P licenses) and possess at least five years of experience with this specific airframe. 4.4 Maintenance and Inspection Performance: Capability to perform all tasks associated with 1200-hour and four-year inspections, including but not limited to: removal of major components (e.g., main rotor head, main gearbox, tail rotor), detailed structural inspections, component overhauls or time-based replacements, and subsequent reassembly. 4.5 Supply Chain and Logistics: Demonstrate a robust supply chain management system for sourcing and stocking all required parts and consumables for the inspection and any follow-on repairs to minimize turn-around time. 5.0 INFORMATION REQUESTED FROM INTERESTED PARTIES Interested parties are requested to provide a capability statement addressing the following items. Please limit your response to no more than ten (10) pages. 5.1 Company Information: Company Name, Address, and Website Point of Contact (Name, Title, Email, Phone) CAGE Code and Unique Entity ID (UEI) Business Size Status under NAICS 488190 (e.g., Small Business, 8(a), Woman-Owned, etc.) 5.2 Capability Narrative: Provide a detailed narrative describing your company's ability to meet the requirements outlined in Section 4.0. Describe your facility, its location, and the specific tooling and equipment you possess for AW139/MH-139A heavy maintenance. Explain the basis of your authority to access and use OEM proprietary engineering data, diagnostic software, and technical documentation. Describe the training, certifications, and experience level of your technical workforce as it relates to this airframe. Describe your company's process for managing the supply chain for a major inspection event. 5.3 Past Performance and Relevant Experience: Provide a brief summary of up to three (3) relevant contracts from the past five (5) years where your company provided comparable heavy inspections on complex rotary-wing aircraft. Experience on the Leonardo AW139 is highly preferred. Include contract number, customer, period of performance, and a brief description of the work performed.
