Description

A site visit has been scheduled for 27 JULY 2026 at 1530 EDT. The location of the site visit will be Black Rock Lock at U.S. Army Corps of Engineers. For driving GPS location, use this address: 62 Dann Street, Buffalo, NY 14217. This posting is an Invitation for Bid (IFB) for a contract with the U.S. Army Corps of Engineers, Buffalo District, for the performance of required repairs to the Black Rock Lock (BRL) in Buffalo, NY. Damages were caused by an oversized vessel entering the BRL and contacting the structure. Contact was with an operating gate emergency egress ladder and fendering in multiple areas. These damages present potential for hazard to navigation and must be repaired. All work and materials must meet the references listed in Section 3 of the Statement of Work. The North American Industrial Classification System Code (NAICS) for this effort is 237990 -Other Heavy and Civil Engineering Construction. This will be a 100% Small Business Set-Aside competitive procurement. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil/. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. INQUIRIES: Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at http://www.ProjNet.org/ProjNet.
