Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey, intends to issue a sole-source Firm-Fixed-Price (FFP) contract to Numalliance-North America, Inc. (Cage: 91NJ9). This anticipated contract is for the procurement of the personnel, materials, and transportation required to conduct troubleshooting training events for Subject Matter Experts (SMEs) and fleet personnel on the VB-25 Tube Bender (National Stock Numbers (NSN) 3441-01-726-1968), in support of the V-22 Program. This contracting action is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Numalliance is the sole designer, developer, integrator, and the Original Equipment Manufacturer (OEM) of the VB-25 Tube Bender. Numalliance does not have any authorized distributors that would have the ability to complete the Government s technical data requirements for this effort. The Government does not own and Numalliance will not sell the technical data for this requirement. Cybersecurity Maturity Model Certification (CMMC) level: The CMMC level anticipated for this requirement is CMMC Level 1 (Self). This CMMC level, or higher (see 32 CFR part 170), will be required prior to award and maintained for the duration of the contract for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). All responsible sources may submit a capability statement, which will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Subcontracting opportunities should be sought directly from Numalliance.There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
