Description

1. Announcement: The Department of Energy (DOE) Office of Scientific and Technical Information (OSTI), located in Oak Ridge, TN, intends to negotiate and award a firm-fixed-price purchase order on a single-source basis under the authority of FAR 13.106-1(b)(1) to Bowen Door Service, LLC for Repair and Replacement of Storefront Style Doors. 2. Scope of Work: The selected contractor shall provide all labor, tools, equipment, materials, freight, offloading, and travel for repair and replacement of Storefront Style Doors at the Department of Energy Office of Scientific and Technical Information building located at 1 Science.Gov Way Oak Ridge, TN 37830. See attached SOW for details. 3. Rationale for Single Source: This determination is made in accordance with FAR 13.106-1(b)(1) as only one source is reasonably available due to strict physical security and operational constraints: Response Time & Geographic Constraint: OSTI is a secure government site. Due to facility security requirements, the contractor must be located within a 100-mile geographic radius of the OSTI facility in Oak Ridge, TN, and possess the physical capacity to respond on-site to emergency service calls within 2 hours. Building Security Control: Physical exterior openings to the facility cannot be left unattended or unsecured overnight. Demolition and replacements must be completed within a single working day per opening to prevent physical security vulnerabilities. Infrastructure Integration: Hardware components must integrate directly with OSTI's existing proprietary master-key keypads. 4. Submission Guidelines: This is not a request for competitive proposals, and no competitive solicitation is available. However, any responsible source that believes it can meet all requirements (including the 100-mile transit radius, 2-hour emergency response SLA, single-day security closure constraints, and physical keypad integration) may submit a capability statement, proposal, or quotation. Capability statements received within fifteen (15) calendar days of the publication of this notice will be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted in writing via email to Natalie Barnett at barnettn@osti.gov no later than 8/28/26 at 1:00 PM EST.
