Description
The U.S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with the Washington State Patrol for Telecommunications Dispatch Services. A class justification and approval not to compete this proposed contract has been made Pursuant to 10 U.S.C.2304(c)(5) or 41 U.S.C.3304(a)(5) as implemented by RFO 6.103-5(b)(1), when full and open competition need not be provided for when (i) A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonable available. The Corps has proprietary jurisdiction within federal regulations over all Corps of Engineers administered lands and waters. This requirement is to provide services for Telecommunications Dispatch Service for the Walla Walla District (NWW). The North American Industry Classification System (NAICS) for this requirement is 922120, Police Protection. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities in writing to Gregory.Moyer@usace.army.mil no later than 11:00 AM Pacific Time on September 17, 2026. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
