Description
Amendment 4 The purpose of this amendment is to extend the solicitation deadline from 15 July 2026 to 17 July 2026 at 10:00 AM MST at Davis-Mothan for addintional time to review the attached "hanger 129 building drawings," which are being provided in response to a Request for Information (RFI) regarding crane and hangar door clearance that arose following the site visit. All other terms and conditions of the original solicitation and Amendments 1, 2, and 3 remain unchanged unless expressly stated otherwise. End of Amendment 4 ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 3 The purpose of this amendment is to schedule an optional site visit on Monday, the 13th at 0900 MST at Davis-Monthan AFB, AZ, for Bldg. 129s, and to provide the attached facility map, "Bldg 129 location.pptx" for informational purposes. The solicitation deadline remains unchanged. All other terms and conditions of the original solicitation and Amendments 1 and 2 remain unchanged unless expressly stated otherwise. End of Amendment 3 ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 2 The purpose of this amendment is to provide responses to contractor Requests for Information (RFIs) located in the attached documents "Attachment 6 - RFI_Set_1_QandA" and "Attachment 7 - RFI_Set_2_QandA," and to provide the attached facility layout diagram, "Attachment 8 - Hangar_Diagram," for informational and design purposes. All other terms and conditions of the original and Amendment 1 remain unchanged unless expressly stated otherwise. Located in at attachments section "Apendencies_C130_Redacted" on this solicitation. All other terms and conditions of the original solicitation remain unchanged. End of Amendment 1 ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ SOLICITATION: RFQ # FA4877-26-QA027 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and an additional written solicitation will not be issued. 2. Solicitation FA4877-26-QA027 is issued as a Request for Quotation (RFQ). The USAF will herein be referred to as the Offeree , and the potential contractors or awardee will herein be referred to as the Offeror in accordance with RFO 12.201-1 and RFO 52.212-1. 3. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2026-01, effective 1 May 2026, DFARS provisions and clauses in effect 1 May 2026, and DAFFARS provisions and clauses in effect 1 May 2026. 4. This procurement is being issued as a set-aside for Total Small Business. The North American Industry Classi?cation System (NAICS) Code is 332312 (Fabricated Structural Metal Manufacturing) with a size standard of 500 Employees. 5. The Pricing Schedule is incorporated as Attachment 2. Offerors shall complete Attachment 2 in its entirety and return with any other documentation/data which outlines the full pricing offered or as required by this Combo. 6. The right to make a single award, multiple awards or no award is reserved in the event it is advantageous to the Government as determined by the USAF Contracting Officer. 7. RFO 52.212-1 Instructions to Offerors Commercial Products and Commercial Services is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: To assure timely and equitable evaluation of the offer, the Offerors must follow the instructions contained herein. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Speci?c Instructions: The response shall consist of two (2) separate parts: PART 1- TECHNICAL CAPABILITY - Submit one (1) copy of a technical capability narrative, limit to 10 pages. Technical Capability at a minimum will consist of meeting all characteristics, including those listed below in the RFO 52.212-2 Evaluation paragraph, and all items listed in Attachment 1 Salient Characteristics and Attachment 3- PWS. PART 2- PRICE Submit one (1) copy of price schedule and any additional documentation, limited to 3 pages (not including the provided price schedule). 8. RFO 52.212-2 Evaluation Commercial Products and Commercial Services is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: The Offeree will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical capability and price factors considered. The following factors shall be used to evaluate offers: FACTOR 1: Technical Capability Subfactor 1: The Offeror shall complete all required sections of the solicitation document, including all applicable representations and certi?cations. Subfactor 2: The Offeror shall provide a signed statement by a person authorized to obligate the company contractually; stating that the offer and prices offered will remain in effect until 30 September 2026. Subfactor 3: The Offeror shall provide documentation that outlines the characteristics of their proposed C-130 ISO Stand that meets all the speci?cations outlined under Attachment 1 Salient Characteristics and Attachment 3 - PWS. Concept design MUST be included with offer submission. Subfactor 4: The Offeror s quote shall demonstrate that they have the necessary facilities, capabilities and skilled staffing to manufacture and provide the requested C-130 ISO Stands in accordance with Attachment 3 - PWS. Subfactor 5: The Offeror shall provide a detailed, clearly outlined Delivery/Installation Schedule. Subfactor 6: The Offeror shall provide documentation that outlines the proposed product full warranty coverage period. FACTOR 2: Price; Offerors shall provide their best price as outlined under Attachment 2, Summary Pricing Sheet. Pricing will be evaluated base on Fairness, Reasonableness, Completeness and Total Evaluated Price (TEP). Pricing shall be evaluated for fairness, reasonableness and completeness. Unbalanced pricing is grounds for elimination and non-consideration. The pricing submitted shall be evaluated as a whole and in its entirety by the USAF Contracting Officer. All offers will be reviewed for Technical Acceptability. If found technically acceptable, the Offeror s price will then be evaluated as stated above in the Price Factor. If found technically unacceptable, no further consideration will be made for that Offeror. Therefor, the Offeror s initial offer should contain their best terms from a technical capability and price standpoint. The Government reserves the right to conduct discussions if later determined by the USAF Contracting Officer to be necessary or in the best interest of the USAF. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Award will be based on a best value determination utilizing tradeoff procedures in which competing Offerors technical capability is rated as acceptable/unacceptable. Offers deemed acceptable will then be evaluated for price, compared with other offers received and the Independent Government Estimate (IGE). Technical capability is more signi?cant than price. 9. Davis-Monthan Air Force Base intends to award a ?rm-?xed-price contract for a C-130 Isochronal Stand System. This solicitation includes Base Line Items and Option Line Items. The Government anticipates a continuing need for the Option Line Items and intends to exercise these options in the future once additional funding clears; however, the actual exercise and subsequent purchase of any Option Line Items remain strictly subject to the availability of funds and at the sole discretion of the Government.
