Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 DESCRIPTION NOTICE OF INTENT TO SOLICIT USING OTHER THAN FULL AND OPEN COMPETITION Department of Veterans Affairs The Department of Veterans Affairs intends to award a new lease using other than full and open competition to Virginia Commonwealth University for the Chesterfield VA Clinic, in Chesterfield, VA under authority 38 U.S.C. 8103(h0(1) authorizing non-competitive procedures to enter into a lease with an academic affiliate to acquire space for the purpose of providing health-care resources to Veterans.This Special Notice is issued solely for informational purposes and does not constitute a solicitation or request for competitive proposals. The VA Medical Center has identified a requirement that can be met only by the academic affiliate due to its unique qualifications, established collaborative programs, and specialized capabilities developed through long-standing affiliation agreements supporting Veteran healthcare, research, and education missions. The academic affiliate is recognized by VA s Office of Academic Affiliations as an approved partner and is the only responsible source able to meet the Government s needs without unacceptable delays or substantial duplication of cost. The Government intends to negotiate and award a firm-fixed-price contract to the academic affiliate to provide the required services, facilities, or support integral to VA operations. The planned action is being processed under statutory authority permitting noncompetitive awards to educational institutions with established affiliation agreements. This notice is not a request for expressions of interest; however, parties who believe they can meet the requirements may submit a capability statement. Any responses received will be considered solely for the purpose of determining whether to proceed with sole source negotiations. A final determination remains at the discretion of the Government. Requirement City and State: Chesterfield, Virginia Delineated Area: North: Intersection of Beach Road and Nash Road East: Intersection of Morrisett Road and Nash Road East: Intersection of Morrisett Road West: Intersection of Kimlynn Trail and Beach Road Minimum RSF: 25,000 Maximum RSF: 25,071 Space Type: Office Space All services, supplies, utilities, and tenant alterations to be provided as part of the rental consideration. Occupancy, the space is required on or before October 1, 2028. Lease term will be 10 years; 5-year firm fixed price plus 5 additional soft terms.
