This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 1.a. Project Title: Environmental Compliance Service 1.b. Description: VA Greater Los Angeles Healthcare System located at 11301 Wilshire Blvd, Los Angeles, CA 90073 is seeking a contractor to provide compliance service for Sewer System Management Plan (SSMP) development and Storm Water MS4 Phase 2 permit. 1.c. Project Location: A Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26226Q0960. 1.e. Set Aside: This solicitation is issued as an SDVOSB set aside. 1.f. Applicable NAICS code: 541620 Environmental Consulting Services. 1.g. Small Business Size Standard: $19 million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: one year 1.j. Wage Determination applicable to this project: SCA WD 2015-5613 revision 32 1.k. The Environmental Protection Agency (EPA) mandates sewer system management plan and Storm Water MS4 permits large facilities like the VA West Los Angeles Medical Center. EPA delegates this oversight to California State Water Board which monitors sewer and stormwater lines under the SMARTS database. EPA defines stormwater as the runoff generated when precipitation flows over land or impervious surfaces without peculating through the ground and is administered through (NPDES)National Pollutant Discharge Elimination System permits. SCOPE. Sewer System Management Plans (SSMPs) the Online California Integrated Water Quality System (CIWQS) Sanitary Sewer System Database is required for facilities with large sewer networks under CALIFORNIA INTEGRATED WATER QUALITY SYSTEM (CIWQS). This contract will cover the following: Storm Water MS4 Phase 2 Plan update Storm Water SMARTS database construction support. Sewer System Management Plans (SSMP) development and submittal. The contractor must provide the following tasks: Contractor shall provide all means, methods, equipment, expertise, incidentals, labor, materials, supervision, supplies, transportation, and qualified personnel including California Professional Engineer or environmental professionals with current Certified QSP & QSD credentials accepted by California State Water Resources Control Board Storm Water MS4 Phase 2 update and Storm Water SMARTS database construction support will be developed by environmental professionals with current QSP and/or QSD credentials. Development of Sewer System Management Plan (SSMP). Develop a plan for VA West Los Angeles Medical Center GENERAL REQUIREMENTS The following is a list of various applicable standards, policies, regulations, and/or governing bodies. Contractor is responsible for adhering to all current additions of applicable standards, policies, regulations, and/or governing bodies. NPDES (National Pollutant Discharge Elimination System) Stormwater Rules and Notices https://www.epa.gov/npdes/npdes-stormwater-rules-and-notices California State Water Resources Control Board (SWRCB) Sewer System Management Plan (SSMP) under Order 2022-0103-DWQ All other applicable local, State, and Federal laws / regulations All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering on VAGLAHS shall comply with applicable Federal, State, and VA safety and fire regulations and codes, which are in effect during the performance period of the contract. Contractor shall perform work in strict accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property. Contractor shall abide OSHA s standard for confined spaces (29 CFR 1910.146) which contains the requirements for the practices and procedures to protect employees in general industry from the hazards of entering permit spaces. Confined Spaces: A confined space is a space large enough and so configured that an employee can bodily enter and perform assigned work. In addition, it has limited or restricted means for an entry and is not designed for continuous employee occupancy. Pits, excavations, tanks, vaults, boilers, storage bins, compartments, silos, vats, tubs, ducts, pipelines, sewers are typical confined spaces. Entry into a confined space and confined space testing are the contractor s responsibility. Contractor will advise government representative prior to confined space entry work. Contractor shall present a work plan and Health and Safety Plan must be submitted and approved prior to any work. Shall follow California Code of Regulations, Title 8- Industrial Relations Division 1. Subchapter 7, group 16. Control of Hazardous Substances Article 108 on Confined spaces. Routine inspections to include acceptance will be performed by VA Personnel (Engineering / Safety) and the designated POC. PERIOD OF PERFORMANCE. The period of performance will be one year New Year s Day January 01 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 04 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 CONTRACTOR EMPLOYEES The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contract Personnel shall be subject to the same quality assurance standards or exceed current recognized national standards as established by the Joint Commission (JC). Badge. Contractor shall obtain a Contractor I.D Badge from the VA Police. All Contractor personnel are required to wear I.D Badge during the entire time on VA facility. The I.D Badge MUST have an identification picture and shall state the name of the individual and the company represented. PARKING: It is the responsibility of the contract personnel to park in the appropriate designated parking areas. Parking information is available from VA Police & Security Service Office. The Contractor assumes full responsibility for any parking violations. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices, and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. INSURANCE COVERAGE a. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. b. The Government shall be held liable for any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. c. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. d. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy.
