Description

This is a Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for Laundry and Dry-Cleaning (L&DC) Services on a sole-source basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses to respond to this sources sought synopsis. The proposed sole-source is a Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Arken (UEI: LQADABJE3817) for L&DC services at Joint Base Lewis-McChord, WA. The statutory authority for this sole-source procurement is 15 U.S.C. 637(m)(8), Authority for sole source contracts for small business concerns owned and controlled by women in substantially underrepresented industries, as implemented by the Revolutionary FAR Overhaul (RFO) under FAR 19.107-3(b). The anticipated contract will have a one-year base ordering period and four (4) one-year ordering periods. The contractor shall provide all personnel, equipment, supplies, transportation, and management necessary to perform non-personal Laundry and Dry-Cleaning services at JBLM. Core requirements include: Pickup and delivery of laundry to designated facilities across the installation. Laundering and dry-cleaning of Government-owned items, including uniforms, linens, and Organizational Clothing and Individual Equipment (OCIE). Managing scheduled, appointment-based pickup, delivery, and distribution of laundry to designated facilities across the installation during established operational hours (Tuesdays and Thursdays, 0800 1530). Strict adherence to a 5-business-day turnaround standard. This notice does not constitute a Request for Quote (RFQ) / Invitation for Bid (IFB) / Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code is: 812320 (Drycleaning and Laundry Services (except Coin-Operated), $8.0 Mil). In response to this sources sought, please provide: Competition Feedback & MICC Competition Advocate Notice: Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Also contact the MICC Advocate for Competition, Mr. Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from this Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. Socio-Economic Status: Confirmation of certified WOSB status under NAICS code 812320. Physical Facility & Location: A brief narrative demonstrating your capability to perform the required services. This narrative must include the physical address of the laundry facility you own or operate that will be used to perform this work. To be considered logistically feasible, the facility must be located within a 50-mile radius of Joint Base Lewis-McChord, WA. Limitations on Subcontracting: A statement confirming your firm will perform at least 50% of the cost of contract performance for personnel with your own employees, in accordance with FAR 52.219-14 / Class Deviation 2026-O0037. Past Performance: Summary of previous experience on similar requirements (including contract number, dollar value, and description of work) demonstrating your firm's capability to meet this scope.
