Description

The primary purpose and objective of this project is to outline the scope for the design and construction of a new 7,900 feet high-pressure waterline, appurtenant systems, and associated control systems on the southeast side of KAFB. This project shall provide a robust and reliable water supply from Pump Station 2 (PS2) to the SOR and HERTF reservoirs, replacing and upgrading existing infrastructure. This includes an 8-inch, Class 350 Ductile Iron Pipe (DIP) with cement-mortar lining and an asphaltic seal coat and all associated valves and fittings, upgrade the existing control system to add SCADA to the newly installed system, Portable Hoist for Pump and Motor Maintenance, a new 15,000-gallon tank to include a booster pumps to be installed prior to the PS2, and a new 5,000-gallon tank and pre-packaged pump station at the SOR site. A site visit will be held on 03 September 2026 at 1300 MST and all parties will meet at the Truman Gate Visitors Center to be sponsored onto base at 1200 MST. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Equitable Adjustments will be IAW RFO 52.212-4. Contractor Access to CUI attachments: If a contractor is accessing request to a restricted, government only document, they would need to submit the DD2345 for their company as part of their request. The justification (relevant business activity) in Block 4 of the DD2345 is used to determine access to controlled information they are requesting. Typically, companies include something about bidding on contracts as part of their relevant business activity. Submit a completed copy of the DD 2345 to the JCP link. Refer to the attachment 04. DD2345 JPC Guide and 04a. DD 234. Site Visit Access and Directions (see attachment for directions and map): Attachment: 11X17 B29999 Route (Map) Attachment: Directions and Access Notice (Security requirments and written directions) Security & Base Access Verification: All attendees must fulfill one of the security verification pathways below to enter the installation and access the project area: Option 1: Physical Documents (Required on Person During Site Visit) Attendees must bring an original valid U.S. Passport or certified Birth Certificate directly with them. Please note that attendees will need to retain these documents on their person throughout the event, as they are mandatory to gain entry to the actual site location as well as the main gate. Option 2: Advance Verification Letter (Deadline: Tomorrow at 09:00 AM MST) Your organization may submit an official access roster containing the attendee's Full Name, Date of Birth, Place of Birth, and Social Security Number. Letters must be received prior to tomorrow at 09:00 AM and transmitted via fully encrypted email to safeguard Personally Identifiable Information (PII).
