Description

The Department of Veterans Affairs (VA), Technology Acquisition Center, intends to award a Firm-Fixed Price purchase order on a sole source basis to WoundVision LLC, a corporation, a small business, located at 10585 North Meridian Street, Suite 101, Indianapolis, IN 46290-4513. This contract is for the Audie Murphy VA Medical Center in San Antonio, Texas, and will provide a follow-on annual subscription and support for the WoundVision System. The applicable North American Industry Classification System (NAICS) code is 513210 (Software Publishers), with a size standard of $47 million. This acquisition will include a 12-month base period and four 12-month option periods. The anticipated base period of performance is August 14, 2026, through August 13, 2027. The procurement will be conducted in accordance with the Revolutionary FAR Overhaul (RFO) FAR Part 12, specifically FAR 12.102(a), which governs acquisitions at or below the simplified acquisition threshold. The Scout WoundVision Unlimited-Essential License subscription includes original equipment manufacturer (OEM) subscription access, application and technical support, factory-authorized updates, preventive and corrective maintenance, OEM parts and labor, and remote telephone support for the Scout WoundVision System. These services are proprietary to WoundVision LLC. Access to the software, hardware maintenance, OEM-certified replacement parts, and software updates are exclusively provided and performed by WoundVision and its OEM-trained professionals; no third-party vendors are authorized to provide these services. The statutory authority permitting this sole source action is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotations. However, responsible sources may identify their interest and capability to fulfill this requirement by submitting relevant information by August 10, 2026, at 10:00 AM EDT. The Government will only consider responses for the purpose of determining whether to conduct a competitive procurement. Any decision to compete this requirement is at the sole discretion of the Government. The Government will not be liable for any costs incurred as a result of responding to this notice.
