Description

The Department of War (DoW), AFTC/PZZF, Edwards AFB, CA, has a commercial, brand-name requirement for: CLIN 0001: PDR America "E3 Simple Rework Station" (Model: IRE3 Infrared PCB RWS). Focused IR 150W Visible Component Heating, Dark IR 2925W High-Output 3-Zone Pre-Heat, and Side View Reflow Observation Camera. In-house compressed air @ 90psi required. Includes standard tips: PDR-SP03040, PDR-SP03026, PDR-SP03045, PDR-SP03047, and PDR-SP03028. (Qty: 1) CLIN 0002: Dell All In One Computer & 23.8" Touch Screen Monitor (Part: DELLALN1). 2 Year warranty included. (Qty: 1) CLIN 0003: 4 Hour Phone Or Remote Support Package (Part: PDR-SUPPORT4H). (Qty: 1) CLIN 0004: On-site Set-Up and 8 Hours Training. Includes 3 hours of remote support (Part: PDR-SET-UP/TRAINING). (Qty: 1) Note: The official, signed Brand-Name D&F under RFO 11.105 and the formal SF-1449 Solicitation Document (FA930226Q0101) are attached to this notice. Offerors are directed to review the attached PDF solicitation for complete, official specifications, delivery schedules, and detailed line-item requirements. 3. EVALUATION CRITERIA (RFO 52.212-2) Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Refer to the active, full-text RFO 52.212-2 provision on Page 19 of the attached SF-1449 Solicitation Document for the official evaluation factors. In brief, to be considered technically acceptable, the offeror must: Quote the exact brand-name equipment and line items specified (PDR America E3 Simple Rework Station and corresponding CLIN accessories). Alternates, substitutes, or "equal" equipment will not be evaluated. Demonstrate status as the original equipment manufacturer (OEM) or an authorized, warranted reseller of PDR America. Offerors MUST submit an official, signed OEM Authorization Letter with their quote package, in accordance with the Addendum to RFO FAR 52.212-1. Submit a quote that meets all technical specifications and delivery timelines. Bids from unauthorized third-party brokers or resellers will be determined technically unacceptable and rejected. 4. BUY AMERICAN ACT (BAA) & QUALIFYING COUNTRY NOTICE This acquisition is subject to the Buy American Act. In accordance with DoW Class Deviations and R-DFARS 225.872-1, end products manufactured in "Qualifying Countries" (specifically including the United Kingdom) are treated as domestic source end products. No BAA price penalties or restrictions will be applied to UK-origin bids. Refer to the attached solicitation PDF for all applicable foreign-acquisition clauses. Offerors must declare their product's country of origin in their quote. 5. APPLICABLE RFO PROVISIONS AND CLAUSES All applicable RFO, R-DFARS, and local clauses are fully incorporated into the attached SF-1449 Solicitation Document (FA930226Q0101) under Page 10 through Page 19. Key clauses include: RFO 52.212-1, Instructions to Offerors Commercial Products (incorporating the Authorized Reseller proof requirement). RFO 52.212-4, Contract Terms and Conditions Commercial Products. RFO 52.219-6, Notice of Total Small Business Set-Aside (incorporated as a standalone, direct RFO clause). DFARS 252.246-7008, Sources of Electronic Parts. SUBMISSION INSTRUCTIONS Quotes must be submitted electronically via email to christina.day.6@us.af.mil no later than the response deadline of Friday, August 7, 2026, at 1600 PDST.
